Radical Idea seems to be a pretty solid draw spell , potentially in Modern , as it becomes pretty good with Baral and friends in storm, 2 spells, 2 draws, a discard effect, for just U+U.
It also works in "miracle" , as you already could play Think Twice.
It's 1U and 1U, which does make it U and U with Baral, but Think Twice becomes U and 1U. The best that could be said about it is the value for Sultai graveyard decks such as Muldrotha, the Gravetide.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

The split between common/uncommon/rare is made with limited and very low collection kitchen tables in mind. If the low budget izzet deck is frying all the 3/1 low budget boros mentors then the burn have to be nerfed, simple as that. Common cards are not balanced with tournaments in mind.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

This can remove two creatures. Sure it'll cost you an extra card - specifically the most useless card you've drawn by that point of the game. Likely a redundant land.
Comparables include Firebolt (the first hit is cheaper but the second is pricier), Fires of Undeath (the first hit is the same CMC as this, but instant; the second is much more expensive and involves a second color).

it just kinda highlights the limitation on jump-start in general. since the jump-start cost is fixed, the front side by necessity needs to cost more to compensate.
if any jump start cards are going to make it beyond standard they will likely need better scaling. right now the scaling is limited to getting some sort of value off the card you discard. so id be looking for effects that give other spells jump-start.
its just a common though, and will likely be a decent piece of removal in limited. i do however think they could have made it cost 2R instead of 1RR.

Arboretum Elemental Is going to be a beast in limited. It will be relatively easy to cast it on turn 4 or 5 with a solid curve and 7/5 hexproof creatures are extremely hard to answer. in limited as most board wipes are rare, it can't be targeted with removal and it is hard to trade with effectively and efficiently in combat. I am not looking forward to seeing it game after game in draft, though the thought of playing it makes me smile.
In constructed it isn't as good as board wipes are much more common, green stompy has plenty of cheap creatures that can trade up with it and counters are more effective as a strategy. Still I could see it finding a home is some token builds. It isn't likely to be worth a spot but it is worth exploring. Early 7/5 hexproof creatures can cause issues for decks not able to deal with it. A common limited bomb to be sure.

Another card that might make Jump-Start really good is Jaya Ballard.
First ability gets high-cost sorceries/instants out earlier or gives you a free one each turn.
Second ability lets you discard Jump-Start cards for pure gas.
Bomb ability removes the discard drawback of Jump-Start.
She is actually fairly bad with them, compared to basically any other commander that could play jump-start cards (I presume we are talking commander). Both jump-start and Jaya consumes the weakest cards from your hand. By doing that more often you consume less bad cards. Besides that mono-red is fairly bad ar drawing cards which means that you can afford discarding even less.

No, but we have Shock at one mana as an instant. So this could have easily been 1R as a sorcery, if not even been an instant and still been totally fine. As another poster has eluded to, the design team can get a bit nervous about mechanics and go overboard and just end up killing the mechanic as actually functional, well at least for Standard.
I'm sure there are going to be a number of Surveil and Jump-start cards that are going to make Legacy and Modern reanimation and dredge decks hum. But I'm just worried that because of these deck archetypes that design team is going to go out of there way to make them costly, and unfortunately for any Standard archetypes wanting to compete, might not come together. And we want to see new archetypes come out of new sets..yes?

luckily with the mana available in standard it should be a breeze to play grixis colors. i think both grixis midrange and control will be level 1 good stuff decks people turn to at the beginning of the format, especially with nicky b from core 2019.
black removal with surveil cards + jump-start. sounds solid to me. plus i have no doubt that izzet will be getting a few pushed jump-start cards; maybe a lower chance of a damage 'any target' spell, but i dont think a straight creature removal spell is off the table.
also there is a chance they do more with jump-start at higher rarities. for example what if jump starting a spell modified the effect.

Huge against WHAT?! The entire field is loaded with things that have toughness over 2, at 2 cmc and 3 cmc. So therefore, it makes sense to make a 3 mana shock that you can just happen to cast twice?! You have to hit 4 damage just to kill a Steel leaf Champion for goodness sakes. This is not Goblin Chainwhirler. This is basically arguing that Hammer of Bogardan is too strong, hence we needed Repeating Barrage.
Are they THAT frightened of Punishing Fire that the thought of even having a 2 damage for 2 that can strike twice causes them to turn tail and run screaming into the night? Take it away Mr Cyberman.

Keep in mind making cards stronger may kill archetypes as well as it might makes then. Good mono red burn spells could make UR Control decks less viable because burn is even better in mono red than in control. And mono red typically keeps the second tier control decks at bay.

That is a fair call. Hazoret the Fervent certainly likes the Jump-start mechanic.
There's an amazing card in the Selesnya video that makes 1/1 blue bird tokens every time you cast an instant or sorcery. 3U for a 1/5, I think.

This is awful. We have Young Pyromancer and monastery mentor and also the 4 mana 2/2 merfolk that makes 2/2 flying drakes for the same trigger.

Well, Word of MaRo is that there isn't a canonical word to use between them, and that he uses 'and'. I still think 'or' works for this one, at least. It's too bad the pattern is 'first 3 letters the same', or we might have gotten a Dimir Sink // Swim card...

That's undercosted. That would see ban in Standard for sure. I don't think we'll see Jump-start on a counterspell, it's too huge a card advantage swing basically killing 2 cards for the price of one (well, discarding an extra land but that's something Control has no trouble doing)

i could see some conditional counter magic getting the mechanic. not that i think 2UU would be too good for standard. the back end of jump-start cards is only virtual card advantage, and control decks are looking to make land drops into the late game. i suspect it would be because of gameplay considerations. as much as blue mages might object counterspells are better served in moderation, and jump start means functionally additional copies.

Agreed, but I can't imagine what they would give it to justify making it red, and it would have to be either extremely situational (like a 2RU negate that also does something red like damage to player) or not have jump-start.
Actually I just looked it up. Counterflux and Essence Backlash are things that have appeared in Ravnica before - so I can see reprints or variations on them. If they are made more situational (like only affecting instants and sorceries) I could see them getting jump-start.
