It´s a story spotlight card but doesn´t mention how many of the story cards there will be and it doesn´t have any flavor text to give context as to why it´s important for the story.
This seems pretty awful. A 4 mana investment to draw a single card is already bad enough, but the need to cast 2 instants and sorceries on top of that just kills it. The 2nd effect isn't much better either, giving you a below average effect for FIVE spells cast.
If this card had no mana costs for activation, it would be a fun build-around-me combo card. As-is, this card seems to be one of those cards botched by R&D at the last second due to being too scared of Combo decks ruining Standard.

Activate it at the end of your opponent's turn just like you would search.
Yeah you gotta pay two cost to activate and it does nothing the turn it comes down.
1U + 2 Counters For Draw 1
1R + 5 Counters For 5 Damage...this especially should be Remove X Counters, Do X Damage
I drop the mana cost for both down by 1 Colorless as well.
Right into the Will and Rowan deck this needs to go.

Maybe this is their way of trying to spoil less of the story. When we know how many cards there are then we can figure out beforehand some semblance of a story, but not knowing where they fit makes it a little more of a puzzle. Or something.
New spellslinger card for Commander. I hope whatever variant of Niv Mizzet we get has Prowess and some kind of spell recursion ability to back this up.
Well, it'll be useful in EDH, since I run one that just dumps a bunch of instants and sorceries and is these colors. Seeing what feel like a lot of Standard nonstarters out of Izzet, though.

It is implied Jace will recruit Niv to outsmart Bolas.
...I kinda want to try out a few copies in the sideboard of modern storm. This feels like a good way to fight through heavy disruption, and doesn't get tagged by graveyard hate like the rest of storms back up plans. You can just drop this on two, cast a bunch of cantrips, use this to help you through a combo kill or just use the final ability to kill them. Definitely works well with the storm sideboard plans.
I think a lot of ya'll are being a bit too hard on this card. Between this and Guttersnipe making a spellslinging deck in Standard doesn't seem out of the question.
This card might feel bad but lord knows I'm going to try and make it work anyways like the idiot I am.
I was thinking recently too that Jump Start actually paired well with my old Burning Vengeance deck from INN-RTR standard. I might try this as BV 5-7 or osmething at a casual table.
Forget the narrowness: the mana intensity alone makes this a total non-starter.
Yeah, jump-start gets you a 2-for-1 on the counters, but guess what? You still have to pay the spell's mana cost twice. Plus 1UUR. To draw ONE CARD. Any efficiency that you get after that is mitigated by the fact that you just spent half your game up to this point casting an otherwise blank cantrip.
I reckon that it'll usually be used in Standard to Lava Axe after casting your other spells (and hopefully putting your opponent into Lava Axe range with that). However, that still seems like a lot of work and I don't think this'll be played over Lava Axe on the regular in Standard, as such.
When did they start using "It" instead of writing out the name of the card when the name is repeated in activated abilities? Sometime between Explosive Apparatus (Shadows Over Innistrad) and Fireforger's Puzzleknot even though the Duel Deck Blighted Gorge seems to not have been updated.
The only thing I can foresee (thus far) that makes this card any kind of useful is the fact that you can run multiple copies of it. So you can rack up a bunch of counters on each one and cash them out for huge damage late game. What it really needs is another permanent that can reduce it's activation costs. UR Wizard decks may be able to use this card.
An interesting comparison is Trail of Evidence. This is cheaper but more color-intensive to cast, and the cost to draw a card is the same (but more color-intensive), but needs two spells to cast instead of one. OTOH, it's more resilient to artifact removal (not that many people used artifact removal on Clues).
