Then let me suggest go for a legendary-themed Deck. Add Lyra too & Weatherlight will be a great addition. But im sure Ravnica hides plenty cards to synergize with Emarra
I think to evaluate her playability for standard, we'd really have to wait until all the cards with convoke (and possibly new vehicles) are spoiled. Until then, there's a large part of her potential utility missing.
Or any Crew 2 or less vehicle - Aether Harvester? You are allowed to activate crew after it's already a creature.
Most of the vehicles will leave when Guilds rotates into standard. We'll only have the few from Rivals which are garbage.
Given that Intruder Alarm is a key part of the combo - we clearly don't care about Standard rotation for the purpose of that discussion - but thanks for playing. None of the other cards in the part I quoted are Standard either. Context is important.

I'd like a break from vehicles. I hope it's deciduous - every three or four years so we can have a break from them in Standard. Ravnica didn't have vehicles before no reason to suddenly see them now.
Based on what we've seen of Vryn we will likely see them there if and when we go there.

Actually I think she's quite good as a simple beater.
Two drops are starting to get 2/3 cards - so you can't even force a trade in the upcoming meta with her. Trust me - I considered that too. 2/2 for 2 is no longer 'good enough' on it's own. And that's on the play. On the draw red has chainwhirler.
And I feel like i have to say this every time - that's based on the cards we know which is incredibly small. Two drops for 2/3 is starting to become a staple thing in standard but they are not a rule by any means. It's the sort of thing that you will have to deal in one or two match ups at worst and possibly in none. Right now there isn't a widely played 2 drop that would block and not trade her, for example.
On the draw she actually fares well vs. chainwhirler if the red player plays the GCW on turn 3. You will likely lose 1 token but the fact Emmara outraces GCW while costing less mana means the red player will not swing into Emmara, everything else constant. A 2-drop that may stagger the board vs. red's best 3 drop is already in the realm of playability.
I admit GCW eating her soldier army later on really makes things harder for her and possibly cast her out of playability if GW doesn't have the tools to deal with this.
If she doesn't see a lot of play, it's because the color pair lack other stuff as good as her to justify the deck.
Pride of Conquerors had been a great card to play in my token decks, often allowing me to ignore GCW I'm the later turns, and allowing me to win out of nowhere, otherwise. Very underrated card when everyone complains about GCW.

Vehicles are deciduous. That's why they appeared in both Ixalan and Dominaria. And I don't want to arbitrarily wait three to four years to get more Vehicles if enough sets can make use of them in a shorter amount of time.

I'm sorry, but this statement is dumb for two reasons:
Vehicles as a subtype didn't exist last time we were on Ravnica, otherwise Armored Transport, Gruul War Plow, and Street Sweeper all would definitely have been Vehicles. That's like saying Equipment shouldn't appear in Time Spiral block because Equipment as a sub type didn't exist on Dominaria before*. It's asinine logic.
Ravnica is a city plane. You'd better dang well believe there are Vehicles there. Just look at Gridlock!
Obviously, a Ravnica set isn't going to have the Vehicle density of Kaladesh or even Ixalan, but it's perfectly possible 2-3 Vehicles will show up as cards designed to capture city tropes. Heck, I'd love a Vehicle that tutors up lands, flavored as some manner of fantastic construction machine, or a demolition Vehicle that can destroy artifacts, creatures, or lands. Even a bulldozer with Trample! Or a Boros war vehicle with Mentor! Heck, now I kinda want a Vehicle for each guild. Maybe they can be the new Keyrunes.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Obviously, a Ravnica set isn't going to have the Vehicle density of Kaladesh or even Ixalan, but it's perfectly possible 2-3 Vehicles will show up as cards designed to capture city tropes. Heck, I'd love a Vehicle that tutors up lands, flavored as some manner of fantastic construction machine, or a demolition Vehicle that can destroy artifacts, creatures, or lands. Even a bulldozer with Trample! Or a Boros war vehicle with Mentor! Heck, now I kinda want a Vehicle for each guild. Maybe they can be the new Keyrunes.
I'd like to see means of mass transportation. I imagine navigating a city-wide plane (although some parts are more urbanized than others) being a ridiculous hassle without them. We even know they're there! This forest from the original Ravnica version (an autumnal version of which will be in GRN) shows airships/blimps in the background. Kaladesh is supposed to be the most technologically advanced plane (together with New Phyrexia) now, so I don't know if there are trains or subways (similar to Aradara Express), but given the setting and Ravnica being pretty modern for what it's worth (people drink coffee etc), it wouldn't be a hard sell.

Pretty much this. I'm basically trying to build a GW build around her, but there needs to be ways to tap her down to get any benefit from playing her, otherwise it's a bear that makes a 1/1 when it attacks. We've seen effects similar to her before with Precinct Captain, and that's a non-legendary creature that just has to connect to make a 1/1. If she had a way to tap herself other than to attack she would be at least on par with Thraben Doomsayer. In fact, she seems really weak now that I'm looking at her in comparison to other legendary creatures. Her playability is completely dependent on the convoke cards, and I'm not sure she is worth the deck space even if they are good.
Edit: Omg, if people who were saying we were "going back to Kamigawa" were doing this whole telephone game from some comment Maro said, I'm going to find it extremely funny if Maro meant the power level. We did just go through two power ball sets last year, so maybe they are making a weaker set and put the shocklands in it to make sure it doesn't completely implode on itself.
1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
