This doesn’t mean anything. WotC has been reprinting stuff thats not in a current set, but standard legal for a couple years now. They could decide that this print makes it standard legal, yet not print it in a standard set.

It would probably still "technically" be in Ravnica though, but not in Ravnica boosters, and have a weird collector number higher than the number of cards in the set. Like Shivan Dragon in M19 (collector number 300/280).
They really value making entry-level products standard legal when possible so you can show up to your FNM and play right out of the box with no fuss.
We know white will be both Boros and Selesnya this go around and it fits both decks. Whether in the main set or Collector Number+, it's an easy reprint.
Right, and it would be hard to explain why your friend you shared the starter with can show up to FNM with his deck, but your deck is for some reason not legal for FNM.

There are a slew of old cards that are standard legal that most people never even realized were standard legal. Like Wing Snare, Victory's Herald, Garruk's Horde, Inspiration, etc. All Standard legal right now.

I guess I'm missing the part explaining how it's a good idea to show up with one of these starters to an FNM with a bunch of people who play standard constructed. Unless the idea is to play casually between matches I don't think it's going to end well.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!

my LGS doesn't treat FNM as Standard exclusive per se. If it's not crazy busy, like the first two FNM's after a new release, he'll informally set aside an area for new players to play the game and learn the rules. People who get a bye or drop out will sometimes play in that area to expose the new players to a variety of deck styles.
More to the point, the owner won't stop new players from signing up at FNM but he'll actively discourage the new player from spending $5 (or whatever) to avoid a feel bad experience. Instead, someone will work with them to tweak their decks and teach them the game so they have a good experience even if they go 0-2 at every match.
If it investigated or something, I may be skeptical. But I agree it would make sense as a Boros card, and has a generic name. I could see it. Remember that dinosaur that ended up in Ixalan and RIX
The reprint of "Inspiring Captain" in the starter kit has a different set symbol. Not possible to post an image now but I don't recognize it. Either it's that of the next set or it's something complete new. Number is 014/068 ??
Maybe Guild Kit for Boros ?? Or Magic Game Night game ?

It is the only card in the whole list which is not standard legal, therefore it will be a reprint in Guilds of Ravnica.
