Edit: After reading this three times it's actually kind of insane. Concentrate stapled to Gilded Lotus for an extra 1 and the draw trigger doesn't care how it got to the battlefield. And having a sac outlet to abuse this for yourself and make sure that your opponents never have it is too easy. Jesus.

Overll the directive seems less poweful than Genesis Wave for sure, but with Improvise (artifact tokens, especially) it could still be pretty strong in an dedicated deck.

Saheeli's Directive just looks mean in the right deck, all those red/blue thopter token makers and a certain red (and later black) goblin we know loves artifacts in graveyards and is showing up on Kaladesh...

If they steal it, you can steal it back to get another draw 3 trigger.

Sure but I don't want my foes drawing 3. Not to mention Draw 3 for 6 is not great which is why you want to find away to abuse it, recur it from the grave on the opponent before you turns and then get the mana.
That jewel is bonkers. Keep up a way to sac or bounce it, and you have value.
I don't know, I personally think the threat of having other people drawing cards is a lot to just put out on the board. In a Daretti deck i think it's good if you have him out and can minus before it's taken from you or as sac fodder, but you need to have that before you risk someone else drawing the cards. I think if you do have it it can be quite good, just think the downside is very real.

I think you are greatly underestimating it. Especially with just how many ways there are to sac artifacts and then recur them later. It decks like Daretti or Feldon, it rapidly becomes a "draw 3 whenever I feel like it" card.
It's not for every deck, but decks that can easily recur artifacts may have a new favorite target.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
I like Coveted Jewel's art concept, with the reflection showing how people want to grab it. As a card, Gilded Lotus with "monarch" is interesting from a political perspective. For purely power purposes, it will be great if you can abuse it thru sac or bounce, or recursion.
I like that Saheeli's directive is red. Blue already has Whir of Invention and a Genesis Wave version of it seems fitting in this color, it being random. Plus I like the art... filigree animal robots are cute.
Saheeli's Directive would have been a lot better in Blue—
as a Red card, this can't go into a large percentage of artifact-based EDH decks.
You might even think they designed it that way...
Non-red artifact decks have gotten a lot of toys over the years, it's only natural that red now gets some of its own exclusive stuff.
I kind of think way back when they decided 'cares about artifacts' meant UR, they made a terrible mistake. Should've been UW, really, because White has less artifact hate than Red does, and gets far more use out of artifacts than Red. Red will use artifacts, but gets a lot more enjoyment out of using them as fuel or blowing them up.
Blue is the only color that cares about artifacts and wants to keep them on the field, so it would technically make more sense to have this in Blue rather than Red.
