Maro has stated that if there is a demand for them, they may see paper printing at some time, but also notes that they were designed to be to "weak" for standard.
I can't speak for anyone else, but I'd love to play around with that Rakshasa in Commander, and the Crab is adorable and I want it for my Thassa deck.
There is absolutely no way that the Rakshasa would see zero play in Standard if it were printed in paper. It's a freakin' Lava Axe stapled on a 5/5 body. Opponents don't even get the option to sac a creature to avoid it like with Demanding Dragon. The card would be blinked and reanimated endlessly in Standard.

Oh, and it's a cat, so the ETB damage it deals would actually gain you life with the Caracal out.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
I could see Shorecomber Crab in a core set in place of other commons, like Kraken Hatchling. Why not? It's cute and serves the same purpose for the most part.

What blinks in standard right now? Anyway yeah 5 Damage straight up on ETB would get played. I mean it reminds me of Kokusho, The Evening Star.
Siren's Ruse is a playable one. I don't think Oath of Teferi is worth mentioning in this context since you'd probably have better targets once you pay for that card.

I wonder whether they actually commissioned new artwork for thi or used some leftover art from recent blocks. That might certainly explain some aspects.
The Crab e. g. looks like it was art for Shore Keeper before someone mentioned "You know, that artist didn't get the memo that the crustacean was supposed to be prehistoric" and understandably they then still wanted to use the great art somewhere and who pays for new art for the NPE? Easier to Raise Dad from the art graveyard like they did for Myr Enforcer's promo.

I don't have a problem with Arena only cards, but I think that these aren't necessarily them. If I recall the card staying power was originally designed for black border, but because there were memory issues it was shifted to silver border. Something like staying power would work fine in Arena because the computer could keep track for you. I think Phoebe, Head of S.N.E.A.K.'s ability (not the can't be blocked by flavor text part) could potentially work on Arena as well as you wouldn't have to keep track of what abilities are stolen. I think that they could create some clever designs (sans the super zanny flavor) that could only be done with technology backing it up.

All of these were designed specifically for the tutorial, so there probably isn't a reason to freak out too much. With that said, I strongly dislike the precedent of favoring digital to paper, even if it seems an opportune way to get new players. Hopefully these stick to the tutorial, where they do their job admirably.

Panharmonicon is a deck literally build around those interactions. There's a 6 drop angel that can do it. Siren's Ruse. That cat would definitely see play. If they were to make some digital only cards that could only exist digitally I would be more supportive. A card that kept track of counters even in the library for example.
