Myojin of Night's Reach can/could travel planes, but not by her own inherent abilities, like Eldrazi of Marit Lage can. She took advantage of O-Kagachi's situation to slip through the planar boundaries. As far as I understand, the Sisters may no longer allow it, although even after the Kami War ended, Myojin managed to recruit Leshrac against Bolas, so she may be a tricky one. Typical of black gods we've seen.

I would quibble with the article saying that Kamigawa was a 'popular' plane. WotC knows better than we do the actual popularity of the planes, and MaRo has repeatedly mentioned that neither the cardsets nor the plane scored particularly high (in fact, very low) in popularity.
I say this as someone who very much likes Kamigawa and wishes to see it return.
As for C18 possibilities, Tamiyo is a very possible Commander. (An interesting thing here is if they used it as a vehicle for introducing more members of the Story Circle.)
It would be interesting to see if new Commanders from Kamigawa like Kaseto are added. With, hopefully, a Serra angel-themed deck, that would leave 3 others for Kamigawa shenanigans, no? (Angels, to my knowledge, don't exist on Kamigawa.)
I hope it's not just Tamiyo to represent Kamigawa for C18. BTW, I think the poster art for Tamiyo will certainly be for Ravnica, not C18. I'm hoping some Kamigawa novel characters get cards. Here are the notable characters that still need them:

Especially Ninjas. Really depends on what the influence is ie how much are they pulling from Anime/Manga vs Classic Japanese Mythology.
Honestly now that I think about that Makes Tamiyo Tricky....her colors don't really totally lineup. Need some Black. Green is good for Snakes but not much else.

I would be ecstatic if Tamiyo is the face commander. I know a lot of people were up in arms that she was bant last go around, but I hope they keep her bant for when/if she becomes a commander.

I'm wondering if we'll get Tamiyo Soratami and Ninjas. Or perhaps no Tamiyo at all, but Kamigawa cards here and there. I could see the All-consuming Oni of Chaos and Yawgmoth in a black-aligned deck. Or yes, an entirely Kamigawa themed deck. Either way, as long as I can finally cross more characters off that list of those needing cards, I'll be satisfied. I'm after Choryu the most myself, and characters like Kyodai and Riko missing is a travesty. One is a major god of Kamigawa now, and the others were literally in the journeys of all 3 books, although poor Choryu Would have had the worst end in MTG if it weren't for Konda meeting the absolute worst fate imaginable in the lore.

I really hope not. Forcing cards from specific planes would make deck that are amalgamations with no real purpose other than to be a way to say "Look! They're from this plane! Isn't that exciting, why are you leaving?" and that's not very exciting.

No I don't believe I'm confusing it at all. Saying "Make a deck about a plane the character comes from" gives me images of an entire deck of nothing but cards from Kamigawa for that specific character, or others like Mirrodin and Ravnica. Your example of only using one color doesn't mean suddenly the deck has access to FAR less cards just so you can fit a "theme" like Planes.
I wouldn't call what a deck does, like tribal or equipment, to be a gimmick, as the way a deck is played is much better than going "We can only have cards from Innistrad, because this character comes from there". At that point it'd be a singleton block format.
At this point I think WotC has gotten the message pretty clear that while doing a full Return to Kamigawa is not and never will be economically viable, there's a hardcore-dedicated fanbase among the enfranchised crowd. I'd expect we continue to get thrown bones like this in supplemental sets on the regular, but don't expect more than that.

Not sure why that suggest she be a walker guess there is a translation spell that some Oldwalker cast. Honestly, I believe more someone who could teleport as a little kid is a walker.

I still think a return for one set should be done. The universe rewards risk. And WOTC shouldn't be afraid to take one as minor as a single set on a plane like Kamigawa. But I don't mind getting Kamigawa themed cards in supplemental sets either, so long as we get all the characters from the novels on cards. Maybe some new Soratami and Ninjas while we're at it. Of all the places to implement Kamigawa themed cards and past characters, Commander products are definitely the place to do it. Kamigawa is a hit in Commander and with its Vorthos crowd, like myself.
Killing Kobo was admittedly a terrible thing. But he wasn't deserving of such a horrible fate.
I don't think we're ever gonna go back to Kamigawa for a whole set. Stretching the odds as far as they'll go, this is more likely a hint towards a new Japan-world, but even that's far fetched considering the Kamigawa community would have a tantrum at them over it.
This is probably just Gavin reassuring us that we'll continue to see nods like Tamiyo and random story articles on Kamigawa or inclusion in supplementary products like Commander or Planechase.
Tl;dr, nothing has changed, don't get your hopes up, etc.
