I'd say between C18 and Ravnica, Serra, Yawgmoth, Fblthp, Massacre Girl, Feather, and evidently Lord Windgrace have a good chance of appearing. Maybe the Butcher Clowns, though they may not be Legendary, IDK. I'm looking forward to Serra most, since the Legends I want most are from Theros and that's not happening yet.
Color representation-wise thats 3R, 3B, 2U, 2G, 3W across the decks.
We saw Cats that connected with Amonkhet, Vampires that connected with Ixalan, Wizards that connected with Dominaria, and Dragons that are always relevant.
What tribes have we seen pushed in recent sets? - Angels, Knights, Merfolk, Dinosaurs (slim chance of a commander deck here), and goblins.
If C18 is Planeswalkers, I'm willing to bet they're still going to include some tribal benefits. Serra is a shoe-in for Angels, since we've seen Lyra Dawnbringer with a weird angel lord ability. Lord Windgrace has been referenced in DOM via Wingrace Acolyte and Aryel, Knight of Windgrace. That makes me think that Windgrace, if they print him, will be a WBx planeswalker. Given that Panther Warriors is green, he could be WBG and support a Knight tribal theme (he is a Lord, after-all :D), that would also make up for Green being under represented in C17. Serra could be WU to tie into her Skies matters theme (lest we forget serra sphinx).

I think Windgrace could be Abzan colored, and it would be pretty cool to see some knight support somehow connected.
Honestly people keep blasting Serra and saying that she both has to be in this product AND can't be mono white because mono white decks are bad or something. Why couldn't they make another mono white deck? Sure, multicolored decks are generally stronger... but Serra helming a white control deck with Angels, Enchantments, and Wraths sounds pretty decent to me if they do it right.
I bet that the theme will be Dominaria Walkers as celebration of the plane.
Come on Leshrac...
In that case, it would be a travesty NOT to include Jeska. Come on, the woman who had freaking rewritten the whole universe's magical/physical laws?
Windgrace simply has to be partially black, because Urborg. Not being black would confuse players not invested in the story. That kind of hinders chances of Leshrac and Szat. Leshrac with his imagery (crown of flames etc. can hardly be anything than BR, and Szat would probably end up monoblack or UB).
And I would really like to see Taysir, Daria, and Kristina of the Woods. Or Freyalise in her Ice Age incarnation and garb, but that's not gonna happen. Daria neither, because Serra.
Last but not least...Windgrace was directly referenced in several cards of Dominaria. The only other oldwalker given the same treatment is Serra (as goddess). I think these two are almost given for C19.

Ohh yeah Serra seems to be a given. Wondering if shes going to be mono white or have another colo to her. I hope shes White/Green and be enchantment based
I too am hopeful for Leshrac, but I think that Ob Nixilis may have taken over too much of his character space.
Tevesh Szat would be a fun one though.
I overall doubt that we're getting Windgrace in the PW-Commander decks, and that the art in the art book is a reminder to newer players of who he is/was, since he's referenced multiple times in the cards and story of Dominaria.

I think it would really depend on which time of Serra they're gonna use: the one in the Realm or the one in the Homelands... looking at the SDCC promos, it seems to be the latter.
If they're gonna pick up some stuff from the Homelands lore she can still work with the combination of W,G,U and it would still be flavourly Serra, if Aysen Abbey is to be judged and her quote from the Planeswalker novel where she states that it's black mana that she abhors working with.

I recall Urza being referenced a few times.
The thing is: looking at Dominaria they referenced obviously characters from Dominarian history. And there are more than enough Dominarian oldwalkers to head four commander decks. The question is really whether they also do something similar as last time and e. g. give us a planeswalker version of a character that we only met as a creature after they lost their spark (Azor) or a character who has been hinted at, but not received a card (Crucius).

This is good. I didnt know Serra was ever mentioned on nonwhite cards. Perhaps she could be Bant colored but focus heavily on White, Angels, and Enchantments. Green and Blue have a few Angels within their colors, especially when they're partially white. Green and Blue also have a lot of enchantment based cards as well. They also help out in the card draw and ramp area that white lacks.
Though personally I'd still be interested in seeing monowhite Serra. But green and blue make the most sense as her next two colors.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Just going to full on "well actually" here: https://scryfall.com/search?as=grid&order=name&q=lore:serra
Homelands has a bit of green referencing Serra positively, and there are black cards that reference her in a sort of negative sense. The most confusing one is Defiling Tears - I guess it's referring to Serra Angels being mad because...someone stuck something on her forehead?
I thought we were only getting newer walkers for a while but it's nice that this shows there is a possibility that oldwalker art was left off the poster (but Elspeth was included for some reason).
Tricolor decks using the characters you suggest as commanders are possible, but I think their color identities would need to be a bit different. Tevesh Szat didn't seem G at all, he was probably UB or UBR. And Windgrace just has to be B.
Saying that Windrace MUST be B just because Urborg is currently a swamp it's a bit of a stretch.
Urborg was a lush forest before the Sylex Blast, home of the panther warriors, RG are possibly a given, but I think he can be closer to W as a Lord to his people and reflecting his actions and sacrifice to close the Urborg Rift during Time Spiral.
In addition to lore a Naya PW commander to mechanically tie in cat people is more likely than Jund.

What about BRGW? That way we all get what we want from him. Only problem is, that means all three other decks will have to have blue so as not to be color eclipsed. It's one thing to have a WUBRG deck in the cycle, but a four color deck eclipsing a two or three color deck is something I suspect they don't want as it makes the eclipsed decks look less cool.
If Serra isn't Mono-White, I'm going to be furious tbh Not only should she be, but I hope her deck addresses some issues White has in Commander.
Yep, same here. A Serra card that's anything but monowhite would be a major flavor fail. There are dozens of cards that reference the character, and every single one of them (except the colorshifted Serra Sphinx from an alternate reality) is white or colorless. Period.

I might not have used the right words. When I spoke of cards that "reference" Serra, I meant those that are named after her or depict the character in the artwork as the caster of the given spell. Such cards are nice indicators of what an uncarded character's color identity is. I checked it in Gatherer before writing the post and yes, all the cards that depict Serra and all cards with "Serra" in their name (except Serra Sphinx) are W (or lands).
Cards that only mention a character in their flavor text do technically "reference" them, but I wouldn't take them into consideration when trying to figure out the character's color identity. For example, there's a B card that mentions Serra in its flavor text (Defiling Tears), a R and a G card that reference Tezzeret (Fateful Showdown, Larger than Life), or a U card that quotes Jaya Ballard (Browse).
Actually, you did use the right words. Every Serra card has been either Mono-White, or Colorless. Which lands are.
Serra should be Mono-White.
