Victory Chimes3 Artifact (Rare)
Untap Victory Chimes during each other player's untap step. T: A player of your choice adds C. The favored noisemaker of goblins ever since the wardens creacked down on explosives.
If you have a mana sink that only needs 1 (or C) and you can use it every turn, this can be useful.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Does this technically untap twice during your turn in 2HG even though you can't use it for mana during the untap step? I know you take your phases and steps at the same time but are their two untap steps?
I don't like this as much as Spectral Searchlight since I feel the colors it produces matters more both for me and the opponents I'm trying to curry favor with but this does the fun thing of giving mana while also letting you use it as a mana rock on your own turn. I just can't use it in the deck I want to because it really needs the colored sources. I could easily see this being better in a 2-color deck with a lot of instants where you can opt into the political game with little risk or cost.

I was thinking exactly this when I saw this card. This in Design was either called "vuvuzela" or "MLG airhorn", I'm sure of it.
