Eh how many kid characters of note are there? This kid and Domri Rade? Anyone else? The last time we had kids of note from my recollection is when Teferi and Jhoira were still students at Tolaria.
Toothys color scheme reminds me of Sully from Monster's Inc.
I like these two, they seem like a good additional choice for a "classic" Simic +1/+1 counter commander. Pir affecting planeswalkers too is a nice touch. I never liked four-color commanders (especially Atraxa) because to me, they're just greed incarnate ("I want this theme for my deck and all the best cards from the four best colors for it along with a perfect commander!"). So I'm glad they restricted partner a bit.
It's one kid character in a supplementary set that's a little bit more quirky than your standard set. There's literally no reason to be upset or dissapointed about this.

Yeah they both at minimum should be 2/2, they could easily both be 3/3 quite frankly.
For the format these two are going to see play in (Draft and Commander), the stats don't matter that much. Sure a 1/1 for 3 isn't good, but +1/+1 counters are a very common theme so it probably will not be hard to find good synergies. And in Commander, no one plays stuff like lightning bolt, so bein 1/1 instead of 2/2 is pretty much irrelevant.
I understand trying to save space on the card, but Magic is rapidly losing one of its best features for the past 20 years: card texts that were (mostly) clear, specific, and unambiguous.
Ignoring the fact that it misrepresents what the ability actually does by leaving out the Commander functionality, I loathe the first time I have a Partner/Aven Mindcensor interaction come up - the reminder text implies by omission that you aren't searching your library (just putting something into your hand from it), and I know I'm going to see someone try to lawyer it that way.
Or even worse, that could possibly be the official ruling depending on what the specific text is in the comprehensive rules.
In a deck that actually uses its trigger (read: has the other legend in deck, and not just in command zone), it's self-replacing. It's in the vein of an Elvish Visionary or even an Imperial Recruiter, in that you're getting a creature on board *and* you'll be getting another card in your hand when it's done. It's obviously not as versatile as Recruiter or as cheap as Visionary, but still you really have to view this design as balanced for being a self-replacing card. For 3 mana you're getting a body on board with a Winding Constrictor like effect *and* you're getting a specific card in your hand to replace it. Expecting more power in the body too is a little much.
If it just fetched up its buddy to top-of-library rather than to-hand then the talk of underpower would be warranted. But a card that doesn't actually cost a card because it nets you another card? That price and that P/T is right.

I also dislike the reminder text - largely because it will lead to confusion. By defining a new functionality for partner but failing to state it still has the old ability (of both being in the command zone), it sounds like it doesn't work in Commander. This reminder text says you can grab the other from your library, but we all know a blue card can't be in the library of a green commander. I guarantee there will be confusion.
Aside from that, I actually like each card individually - they have great effects.
I understand Wizards wants to try to bring new (and obviously younger) players in. That doesn't mean I have to like it and it doesn't mean I can't voice my displeasure in it. I won't have my opinion silenced, just as I won't silence those who like Pokemon level cards. (At least without a snarky comment thrown in.)

I don't even think they're on the stack at that point. They're waiting to be put on the stack (they're not put on the stack in mid spell resolution), but they never get there.

If the boros pair was 2W 1/1 ETB Draw a card and the Red one was 2R 1/1 was ETB search for a mountain and put it into play, then it would be the best boros commander(s) hands down. which is sad.
Pir is absolutely busted in EDH, there is so much you can do with him. I've already brewed up a rough draft, all of the chosen walkers can ult on turn 2 if they use their +1 abilities on turn 1 with Pir on the field.

The commander reminder for Partner had to be skipped to give space for the actual ability of the card.
1/1 stats seems kinda playing it safe, but I imgine them growing in the deck they will go in.
So, the partners are enemy pairings but the duals are allied? My guess is one deck is GW and the other is UB, forming Atraxa colors.

They are partners I think you can always use them together in EDH just that they can only partner with each other. So its Partner but Restricted.
