I'm on either Theros or Ravnica as the next Return set.
But the fall set could be a new plane, though I guess a return will be on this annoucement anyway
I hope it's Theros. But I have a sad feeling it's going to be Ravnica. With all the story setup and the fact it is more popular (regrettably) than Theros, so they're holding out on announcing Ravnica to keep from eclipsing Dominaria. I'll hold out hope for Theros though. It's still too early for the Bolas showdown IMO, and Theros might focus on recruiting allies and taking a breath from the Bolas plot for a bit. Who knows, perhaps Ajani's crusade against the gods could teach the Gatewatch clever ways of indirectly defeating Bolas, since Ajani's plan to oppose the gods involved robbing them of devotion. Bolas was killed by severing his connection to something originally, rather than in direct combat. So they could spin Theros into the plot in several different ways.
But again, I resentfully see Ravnica in our future... as badly as I want it to be THEROS instead.
It'll be a shame to learn it's Ravnica. WOTC should go for a more slow-burning setup for the Bolas showdown there... but it won't. It's just like them to rush into this haphazardly.

Kamigawa is unlikely, and I don't think they'd do Ravnica this soon since it's where the big showdown with Bolas will be, but Ravnica is still high up in the list of possibilities IMO.
Aside from the Fall set, hopefully we'll also get more info about C18. The return of the core set could also be a place to announce changes to the game, i.e. downgrading prowess from evergreen to deciduous. It also would be nice if they announced their changing from "any target" to "target creature, player, or planeswalker" but I'm not getting my hopes up.

This means that there has been a lot of internal turmoil or debate about the announcement, or, there is a reason why they are desparately holding off. Karn is planning to blow New Phyrexia up, so it would be quite the twist if he ends up joining them.
Hopefully, if they do Theros again, it has a stronger enchantment focus.
The one thing that makes me unsure about Theros being before Ravnica is that rescuing Elspeth seems more likely as a task before dealing with the Phyrexians (as she has a backstory with them) rather than dealing with Bolas. However, the one who would lead the recue would be Ajani, that seems much more worried about Bolas than the Phyrexians.
Either way we might spend some time introducing a new major interplanar threat before we deal with the current ones.
I think a big argument for Ravnica this fall is that it's still the 25th anniversary, and Ravnica is among the most popular planes. I think it's also safe to assume that there will be two sets of Ravnica, given how big of a disappointment Dragon's Maze was. Those two sets don't necessarily have to be consecutive though. For example we could get C19-Ravnica-Theros-Ravnica and still have both sets in the same rotation.

I think people just want to see more of a Game of (Magic) Thrones. Let the PoV characters die every so often. Make us care about the stakes, and let the writers clean their plate when distaste grows for the main cast. There are plenty of ways to bring people back from the dead, so who cares if the main cast dies every so often?

Having a revolving door afterlife is not a good thing. It's one of the (many) big problems with comic books these days; the threat of death carries no narrative stakes anymore. Why should the audience care about, say, a plotline where someone is dying of some terrible disease? In a book or movie, the possibility of a character dying creates tension because you don't know if they'll live or die. But in comic books, it doesn't matter if a character dies, because they'll be back in a few years anyway. Superman sacrificed himself for the greater good? Meh. Aunt May's got cancer? Yawn. The latest issue of Suicide Squad had a high body count? Whatever. Jean Grey turned evil and the X-Men had to kill her? She's called the Phoenix for a reason. Nick Fury was KIA? Oh, yeah, I'm sure it wasn't just an LMD.
This is the level of stakes you're calling for here. WotC has, for the most part, abstained from bringing people back from the dead to ward off this exact kind of "stakes decay" or whatever you want to call it.
I want to say Return to Theros is probably going to be soon because of how well it would play with the R/W equipment/aura theme and the triple color rares in Dominaria. Even if not the next set, probably the same standard
Sure, there is a chance of spending $4 on a booster and getting the Mythic Rare $30 super card. There is also a chance of surviving putting your tongue in a light socket.
