its an approximation of vampiric dragon. Easier to rack up counters and picks up a big body from red sweepers, but its pretty slow and with a mediocre body even for a limited bomb. Granted, its still pretty bomby just for being a repeatable removal, but at 7 cmc that's sloooow
(That's about all I've got. Card seems legit bad. Would have been mediocre at 3BB.)
It would have been insane at 5.. He would dominate limited. 6 would have been the sweet spot. 7 is a bit much, but his abbility is very abusable in commander.

The fact that it is any damage opposing creatures receive is interesting. Makes Pyrohemia type effects really rack up the counters. Unfortunately, in EDH just about every other dual colored vampire commander outclasses it.
That being said, it's still 1 mana too high for both cost and activated ability. (Or at least, the activated ability -- should have been 2 mana for 1 ping to be usable)
So in EDH, if you have Kazarov and Pyrohemia out, your opponents control, say, 5 creatures total and you activate Pyrohemia once, Kazarov gets 5 counters, right?
This card feels like it would have been undercosted/potentially too powerful at 6 mana but also is a bit underwhelming at 7. That being said, I don't think he's the worst BR commander for casual groups.
So, what's up with the sengir vampires looking like stuff from B class horror movies, while othervampires in Dominaria look just like A-list celebrities?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Jesus, that casting cost makes Baron Sengir feel like a bargain!
Um, wut? Baron Sengir costs B more than Kazarov, Sengir Pureblood. Kazarov also doesn't use a defunct counter type, and he doesn't have an awkward tap ability that fits poorly with his build. He also triggers off creatures being damaged rather than killed, and damaged by anything at that, so I'd argue Kazarov looks like the bargain by comparison.

His ping ability isn't supposed to be super-effective, you're supposed to want to run cheaper ping sources with him.

Sengir Vampires do technically have their origins coming from another plane because to my knowledge Baron Sengir is from Ulgrotha, not Dominaria, but was able to travel planes via the portal in this castle.
There's probably someone more versed in Homelands lore who could correct me/expound on this but I'm pretty sure that's mostly it.

This is not that easy to cast 7CMC commander without green, but man, if you do and then use some massive damage red spells it will be nuts because commander damage.

While not unplayable in EDH (although very few things are), it's just too high-cost to be justified in most decks other than beginning/budget ones, honestly. Yes, I know it's meant to be combo'ed with other cards for greater efficiency, but the point is even in combo-land, there're probably cheaper options that aren't that vulnerable to removal as well.
The explosive potential is definitely there, but the high-cost plus the need for protection ultimately means he's a sub-par choice when it comes to combo choices, at least in EDH from my perspective.
Wouldn't it make more sense to toss him to the graveyard then bring him back using Yawgmoth's Vile Offering? Makes a good Scarab God target, as well.
The crazy part is "whenever a creature an opponent controls is dealt damage" triggering his "put a counter on me" clause. Those could add up pretty quickly.
Oh no! Not 7 cmc! Gasp! Although its Red and Black run rituals and mana rocks anyway, so I don't see how people are balking at the mana cost. Like any non-green deck that has acess to mana alternatives. Also Red and Black got a mana boost in case people just all collectively gained amnesia like Jace for some reason. Remember stuff like Neheb, the Eternal, Brass's Bounty, Revel in Riches, and so much more were added to MTG in recent history.
Anyway something like Pyrohemia or Pestilence will make this downright silly if your opponents has creatures, which is highly likely, also Kazarov can't die to such effects so long as an opponent has a creature.
So imagine a four player commander game, each opponent has a creature out (3/4/5 toughness respectively). Each activation of Pestilence/Pyrohemia means Kazarov gains three +1/+1 counters per activation of the enchantment. After three activations, the X/3 dies, fourth causes the X/4 to die, fifth causes the X/5 to die. Kazarov has gained 12 +1/-1 counters and has become a 16/16 in this way for either 5x R or 5x B or a mix for some reason. If one of the opponents was a token deck, well lets just say its gets more disgusting.
Yeah, 5BB is a lot. But, the counter ability is SO cake. In a lot of Commander games, you can just cast this guy, sit there, and by the time he's ready to swing on your next turn, he's already going to be 14/14 or something ridiculous, without you investing anything extra. You don't really HAVE to build around the ability (though it certainly improves if you do), and that alone makes it a very impactful 7-drop. And then, on top of that, he can sling Shocks all day.
In fact, I think it would be fair to view this guy like a black Ghostly Prison. As soon as he hits the board, your opponents have to become ultra-conservative about attacking, or this guy's getting huge, fast. He's simply got to be answered.
This is a guy I could definitely add to may Rakdos, Lord of Riots deck. He doesn't have to be anybody's general. But, I'd love to see a build with him as a general, having said that.
