I actually like this art, but for Yawgmoth's ****ing sake, they need to come up with a definitive, unified depiction of Bolas already. He has more artistic variance than any other character I can think of.
That pretty new $700 statue they're releasing, based on the Conflux Planeswalkers art? Let *that* be the definitive, gospel depiction of Bolas. Wizards ought to give one to every artist hired to depict him. It's time for some uniformity.

Clearly Lilliana needs demonic consultation with a demonic attorney to tie up Bolas's plans for her in litigation until the Gatewatch can defeat Bolas.
I don't really get the flavor of it becoming legendary, is it just because now instead of being anyone's Lantern of Insight it is now Bolas' Lantern of Insight? I guess Legendary is a theme of the set but it's still weird.
I would have though confiscate would have been a nice reprint and some nostalgia since the old art had a young teferi and I'm sure they could have had him being the doing doing the confiscating now.
Also confiscate's flavour text is 100000x better IMO:

1. The flavour is that the thing Bolas steals is legendary, but to make it more playable, it can be anything.
2. This is a story spotlight card, which have all been new thus far.
3. This card's flavour text is clear about what's happening. The flavour text you quoted sounds like a bad joke to me at face value.

I think it's really when his scales gets highlighted by the artist... like, with the upcoming CORE 2019 promo art by Magalli (?) he looks even more gremlin-ish there.

The line definitely has mechanical relevance. I assume the issue is that they really wanted this card to reference legendary-ness, but at the same time did not want to make this a card that hoses the set's theme - and considering that the solution they came up with is quite great.
I forgot Renewed Faith, so I'll say that most are, but there's at least precedence.
I agree that the approach they took here is neat, as it supports the legendary/historic theme while balancing the gameplay with flavour.
So what of the Raven Man is he affiliated with Bolas? If I remember correctly the deal with demons was brokered by Bolas, but not good Ol' Raven.
Remains to be seen, but there's probably some connection.
I'm having a feeling that the Storyline is going to flow into that Niccy B. can't fully take control of Liliana because the Raven Man technically has a preemptive contract with her of some kind.
Granted my biggest concern with it being Bolas, that Bolas was all kinds of dead when the Raven Man first appeared.
