This is about on par with Flamewake Phoenix and that creature was good in both Limited *and* Standard. This creature will see play in Standard, especially with people who aren't going to shell out the money for Rekindling Phoenix.

As you said, rarity doesn't affect playability, but even if it did at 1RR would be worse than Flamewake Phoenix except for the "must attack" clause. 2R vs a single R to reanimate, and having a 4 power creature is certainly more doable than attacking when three dudes, specially when taking into account that board stalls are where fliers shine most and you might not want to attack to trigger the Phoenix reanimation.

The Graveyard cost is better than Chandra's Phoenix, but the situations the abilities are good (post boardwipe, mostly) are the situations where you can't cast from Graveyard (you won't have 3+ creatures attacking).

Shard is actually funny, because I'm not sure if I'd want it to go to the battlefield directly under Forbid: "Oh, please, B'rer Fox, don't essentially cast Hymn to Tourach on yourself once per turn..."

All the cards that did that were slow and bad, nobody really played them.
But the ones that return attacking are at least reasonable for constructed and a bunch of them see even play.
So thats kinda a no-brainer , even from a flavor standpoint it makes more sense that the phoenix comes back to life right away.
