Wow, so overcosted. This could easily be CMC 4, but maybe that would bump it to rare if you didn't change the stats.
All these legends... nobody will remember half of them after this set is fully spoiled.

This reminds me of Silent Specter, a card that was never playable. 4/3 is just too small for 6 mana. I'd be much more amicable if it were a 5/4 or 4/5, or at least take away the legendary supertype. It's gonna feel very unlegendary in draft when I have to trade this with my opponents Homarid Explorer.
Unless there is some craziness you can do with this card that I'm missing, the flavour text should have been "As the phantom flies overhead, the city of Vhelnish laughs in silence."
From the looks of it, this thing is a game ender in limited. How many ways have you seen that can kill this thing so far? Like...none?
The flash Azorious legend, the Weatherlight, Wizard's Lightning...and here's probably some other removal I am forgetting, along with a bunch of Avens or other fliers in limited. This could be quite the threat if it's pushed through though, and the extra gas it provides will be welcome in limited as well.
(Not sure why it was previewed as a Commander card, discard in non-1v1 isn't that great, and Black has much better ways to draw cards...)

In limited, 4 power of flying costing 5 is a great card. This adds a mana to disrupt your opponent and then give you recurring card advantage. This is one limited powerhouse. Not every uncommon needs to be a constructed staple. The set already has a boatload of great constructed worthy uncommons.
I am loving Legendary guys like this. There is kind of a stigma at our local shop that to build an EDH deck its really expensive if you wanna be competitive (like kids that can't afford the $40 precons and stuff like that) who can definitely build a deck with these out of essentially nothing and have fun. You could probably just throw in all the $1 specter cards, some halfway decent removal and some starter EDH cards and bam, a decently fun 1v1 strategy commander.
I can't stress enough how much adding all these new legends to the EDH pool at uncommon will reach out to new EDH players, since most of them can just go to a common box at a store or something and get something to start with for really cheap or even free. Sure it ain't that good, and they probably won't be beating any Animar/Razaketh/Oloro strategies anytime soon, but these Legendarys will definitely make great starting points. Get a new guy into EDH by just throwing him a legendary uncommon and some other decent cards, seems like a great way to get everyone involved.
I wish this said "target opponent discards two cards" instead of one. Would that have been too strong? I don't think so. Wasting such awesome Specter art on this

Can only agree with you on this, they're trying way too hard here. What made old dominaria and their heroes great was that they had their purpose and also time to develop as characters. I couldn't care less about 50 new tryhard legends. A few interesting ones maybe aside, they're weak, forgettable and all in all a disgrace to what should be a legend in the magic multiverse. Only my opinion though, I guess I just can't see all the supposed nostalgia here.
I'm SO SICK of the "too strong for Standard" argument. It's the new "Dies to removal". We can have a two mana 4/4 with a zillion abilities, but we can't just have Accumulated Knowledge. Makes sense.
Man if this thing was a 5 cmc 3/4 instead it would be so boss. I like the art and the effect but I really just don't like that this guy is double black and 6 cmc and can be bolted.

Can I ask you something I've always wanted to ask the real Batman? Am I good looking?
Relevant to actual card discussion: While it is overcosted, I can see trying to find a home for it in my Nath EDH deck. Because being able to pontially choose if I need a discard trigger or to draw a card seems like it could be nice.
The good: It's a specter that gets around the fact that an opponent may well be out of gas when it hits by having a variant of Curiosity as a replacement effect.
The bad: It costs six mana. I mean, even Hippy was deadly primarily because Dark Ritual existed.
Yeah, it dies to removal, as do a lot of things, but the big thing I see is it costs six mana.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
A lot of rares+ here... You live in magic christmas land if you think this will be easy to get rid of in limited.
*shrug* Maybe. Nevertheless, I did answer the question you asked--there are ways to kill it and some of those ways are only uncommon. I didn't say it was a bad card or a bad creature, only that it might not be a case of "if I play this I will probably win".
Oh, well, it's nothing to scoff at in Limited, but way overcosted for Constructed. I'm not a fan of the uncommon Legends though, it feels kinda jarring from a flavor perspective and it's also a bummer if you get two in your Limited deck and draw one while the other is in play.

4 might be a bit much. 5 would have been better. Random discard is still a beating.
I agree that most people will forget the "filler" legends like this one. But there's still some pretty memorable stuff.

Wizard's Lightning. The First Eruption when chapter III resolves. Phyrexian Scriptures when chapter II resolves. Yawgmoth's Vile Offering. Jaya's Immolating Inferno if x >= 3. Fight with Fire. Ancient Animus if you have a legendary creature with power >= 2 to fight it. Seal Away or Deep Freeze will get rid of it without killing it.
