Blinks in a color combo that likes to blink and gives extra activations for your 'walkers. It'll be decent in Commander/EDH for sure, especially Planeswalker.dec.

So, Teferi making a promise is better than The Chain Veil, one of the most powerful artefacts in the multiverse?
This is mother******* Teferi we're talking about here. Guy who phased out an entire section of a plane. The Chain Veil ain't got nothing on him.
On that note, card is pretty powerful, though the mana cost is quite restrictive. I can see it becoming a thing, but it will require a very specific shell.

I may be missing something, but it looks like the most you can get out of a Walker the first time it comes down is use a minus ability, blink it and then return it during your end step with full original Loyalty. Then the next turn, use 2 abilities or one ability twice.
Seems fun in a degenerate super-friends deck. On a second note, what was the lore reason for Idris Elba not phasing back his home again?
Both Shiv and Zhalfir had phased out and caused rifts. Back in Time Spiral, Teferi closed the Shivan rift first, and lost his spark, so he couldn't also deal with the Zhalfirin one. Jeska closed the Zhalfirin rift instead and didn't do it particularly carefully, so Zhalfir was lost. That said, he also said that he probably could have still gotten it back if he still had his spark, and...now he has a spark, so who knows?

I mean, with the emblem from Teferi, Temporal Archmage's ultimate, you could theoretically go hogwild with a planeswalker, activating a second loyalty ability in response to the blink triggered ability, then activating it two more times in your end step upon returning, and then twice on each other player's turn, but that's presumably a corner case.
The more i think bout this, the more powerful it feels. Not only will you get 3 activatons of 1 Planeswalker the turn you cast Oath, youll also get to reset its loyality & all other Planeswalkers activate twice meanwhile & forth on. I hope so much one day a Superfriends-Deck derives & this might be the trigger. Mighty enough it is.

Permanent returns in the end step, so you wouldn't get the extra activations if you blink it. However, if you blink a land or something, you can just activate all your planeswalkers a second time.
The wording on the extra activations ability is somewhat different than The Chain Veil. I wonder if that creates any weirdness.
As long as you are blinking something worth blinking like Ravenous Chupacabra, it's all good. Otherwise, definitely as Esper shell so you can turn 5 Liliana for a zombie, turn 6 Oath of Teferi, then turn 7 make a zombie and blow up the board.
Teferi’s appearance has not been consistent since Mirage, and each art in Dominaria we see depicts him differently. I still like his look in Teferi, Temporal Archmage the Best; slim, handsome, confident, and scholastic.

You never saw someone use The Chain Veil to get infinite planewalker activations?
To expand on this with a couple examples in EDH, it's a primary win condition for Teferi, Temporal Archmage EDH decks, and Captain Sisay decks that include The Chain Veil can pull it off too considering what Paradox Engine does for that deck. I'm sure those aren't the only ones either.
Does seem a reference to Teferi being the best Chain Veil user...although I am confused about why so many Teferi Effects are about boosting all Planeswalkers Ability.

Slow blink, so no. But you can get a walker back to his/her starting loyalty. (Or twice with Doubling Season.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I think the reason for the wording is to avoid someone using one Oath of Teferi, then casting another on the next turn and plusing twice again.
