So I'm curious as to what these unnamed reprints are/will be. I know a bunch of reprints have already been spoiled, but I'm still having a hard time connecting the dots. can anyone help with this? I wanna know which reprints he is alluding to. and if they haven't already been spoiled, any guess as to what they could be?
Seems to be, Into The Roil was a very location specific name. This new version can go anywhere now. With either name it has always seemed like Cryptic's more limited brother.
Assuming that the "innocuous white common creature that fit both thematically and mechanically" is either an Angel or a Knight, it's a pretty short list.
Most common Knights get discounted due to use of banding, flanking or other horrible things. It probably narrows down to Benalish Knight, Dawnstrike Paladin, Faithbearer Paladin or Inspiring Captain.
Angels, as you could imagine at common, are even more limited. It's pretty much only Angel of Mercy or Seraph of Dawn.
Some good cards in that list, though - Benalish Knight and Seraph of Dawn are both really good Limited cards, for one...

White doesn't often get flash these days unless it is on a creature with a special ability that benefits from flash, such as Vizier of Deferment. Just french vanilla flash creatures are supposed to be blue and green's domain I think?
Primary blue. Secondary in green and black. Tertiary in white and red.
As you say, white is likeliest to get flash in a creature only when it’s a creature with a specifically timed etb ability, like vizier or mindcensor. White more commonly gets flash on defensive enchantments.
Everyone gets some access to flash. Blue gets it the most as it plays into the color's reactive play style. Green gets it as one of its versions of creature destruction. White, black, and red get flash when they functionally need it to get an effect to work, most often with reactive enters-the-battlefield effects.
I looked it up, it is actually tertiary in black, white and red:
The quoted article is from June 2017. It has since (as of January 2018) become secondary in black. MaRo's been talking about it at blogatog and on his twitter.

I think you're trying to infer a dependency between the two sentences in that paragraph when none was meant.

if the exceptions are limited to the first sentence (7 cards) I think that the spoiler of Gilded Lotus closes them:
one cycle (5 cards): Innistrad check lands
one that feels at home: Mirrodin Gilded Lotus (it's a lotus, it's history)
one with a set mechanic but a new name: Zendikar Into the Roil became Blink of an Eye
