Good question. I imagine Didgeridoo is just oddball enough that it wouldn't appear sub-rare. Of course, reserved list. The most usable rare they actually might have reprinted at rare would likely be Primal Order ... I don't think they'd put that level of nonbasic land hate at uncommon.
I'd like to say they wouldn't put something that valueless as a premium-set rare as well, but they've proven that theory wrong a few times this week.

Merchant Scroll is rare level imo, though not worth a ton. Legal everywhere, but restricted in Vintage for obvious reasons. By far the best card in Homelands
It doesn't mean that, no. A lot of sets have multiple cards. Homelands might, too. And it sure hasn't been crunched out of the alpha-number crunch.
Merchant Scroll and Memory Lapse, the only other real contenders, have been crunched out (because Man-o'-War and Merfolk Looter are #64 and #65).
If anything is making Serrated Arrows unlikely, it's Animar and Grenzo. They've stated an opposition to putting +1/+1 counter making cards and -1/-1 counter making cards in the same limited environment.

I dispute that it was ever "really good," but time has not been kind to six-mana 5/5s. That creature power creep!
Well, it was clearly no Juzam Djinn, but I had fond memories of playing it turn 2 or 3 with the help of Sol Ring and Dark Ritual, and having my opponent struggle to deal with it since neither Swords nor Terror could hit it Granted, I wasn't ever playing in really competitive environments back then, but with nearly all black removal back then being unable to target black creatures, a pro-white black creature with toughness greater than 3 was very hard to deal with.

It's to early, it's not my birthday until friday. Still very happy to see a reprint of Ihsan's Shade. I'd rather have had Irini, but WotC rarely print hate cards this days...
Autumn Willow could be common if it weren't legendary. Blue had a 4/5 for 6 with hexproof at common so it should easily be weak enough. In a set Savnah Lions got demoted to common. 2/1 for 1 is usually uncommon.
