This picture has been floating around for a few months, since PAX. Unlikely to be Narset, as they are using wind based magic outside Tolaria West, which is a very Dominaria specific thing (see Tolarian Winds).
The reason it looks quite like Narset is that the artist for this piece is Magali Villeneuve, who also did the art for both previous versions of Narset.
Yeah, there are subtle indications of a Tolarian native. The hourglass, too.
Would the same artist give us the same character with different facial shape, hair length and stance (martial stance being a big thing to the character origin)? Even the robes are more incidentally flowing due to the wind rather than purposely as in the earlier art.

The person depicted in this could very well be just a no-name Tolarian mage, or she could be a legendary like Linessa, or she could be a planeswalker like Narset. We don't know for certain which of these she is right now, but the probability is fairly high that she's one of the first two.
Magali does a ton of different work for MTG now, so you can't just ratchet the similar features between Narset Transcendent and this art to having the same artist.
Also, what tipped me off that this person is from Tarkir is not her facial features, but her clothing. That diamond pattern on the cloth and the animal fur near her sleeves is VERY Tarkirian.
Yes, her clothes are different than when we last saw Narset, but her previous card was before she started traveling around the Multiverse. This could be her standard traveling-between-worlds getup that's a bit more efficient than her huge banner-y robes that looked more ceremonial than practical. The two outfits look quite similar in style (especially that metal collar thing).
The point of showing her at Tolaria West is demonstrating that planeswalkers from across the multiverse are gathering on Dominaria.
And she's close friends with Ajani. If he's going to be gathering planeswalker allies, she'd be at the top of the list.
There are probably three planeswalkers at dominaria and we know Jaya and Karn are going to show up. The odds are we are getting either liliana or Gideon. Mayne another character. But the odds are low.

Seriously dude? Look at the clothes, the stance, the specific hues of her magic. Kamigawa and Innistrad both have Asian characters. Nobody said 'oh, an Asian character, they must be from Tarkir in general'. the story is about planeswalkers who can be from any world. they don't have to be native to Dominaria. Some of the visual cues are very similar to Narset....and Narset is a scholar, one of maybe three planeswalkers who would most WANT to enroll at the greatest academy in the known multiverse. I'm not convinced that it's Narset, but it would make a lot of sense.

Bolas's old empire Madara is on Dominaria, and it was at least partially Asian. The name the Madarans gave to the local cat-dragons speaks for itself: "Nekoru" (Japanese for... cat-dragon). Tolaria traditionally recruited the most promising students from all over the plane, regardless of nationality.
Granted, said place is where Myojin of Night's Reach dumped Toshiro Umezewa... who knows how many people the Kami exiled to Dominaria.
Even if this is Narset, the illustration seems more liable to be for a spell card than anything else. We're already well set for PW's, between Jaya, Karn, and the Gatewatch, so tossing Narset in there seems arbitrary and out of place.

I don't think that association is as strong as you think it is, however. That kind of jacket isn't usually for show, normally when you see visible studs showing out of jackets in the time periods that most Magic settings are based off of you are looking at some sort of armor like a brigadine or a jack of plates. The studs would usually be rivets connecting the plates together and holding them to the fabric exterior. I don't know if the diamond pattern is in any way historical, but its a mostly European armor type IIRC. Maybe it was also used in parts of Asia, so it doesn't rule Narset out, but I could go either way on this being Narset or just a Tolarian student.

It looks like Narset. Especially the outfit. And the magic she is using looks a lot like the Morph & Manifest magic from Tarkir, but it seems unlikely that she would appear, though that'd be pretty cool. But a stretch none the less.

Unless characters get haircuts, can't be Linessa (who's hair was much longer [and blue, to boot]). For the art to be previewed, has to at least be a named character. I don't see why the art for an equipment would be previewed. Hype the names characters, not the garbs.

I would say it is Narset indeed, maybe she is in Tolaria to learn diferent types of spells...
She has a very Tarkir-ish clothing. Also her hilt-colar is very similar in the one in Learn from the past.
Not much evidence that it is Narset, but much less that it isn't.
Also this does not rule out Linessa.
And don't let is be a second "there will be no emrakul in eldrish moon"
The clothing looks kinda Tarkiri...but it looks like it's most likely from Abzan/maybe Dromoka, not Ojutai. The diamonds are the biggest tip-off there. Unless Narset went on a huge clothing borrowing spree, that's one of the reasons why I DON'T think that person's Narset.
