Captain's Hook probably costs 1 or even 0 - flavor rare variant of Grafted Wargear seems fun in Limited.
The City's Blessing looks... unusual.
I'm going to have fun guessing, and being wrong, but with Menace I imagine wizards would have costed it at least somewhat conservatively
Being a bonesplitter with big upside and rather small downside, I'm guessing its still 1
I mean, they did just print ghostfire blade a while back at rare and that was just a conditional +2/+2 for 1/1
I feel like the city's blessing must be a marker of sorts. Rather like being the monarch, you have the city's blessing. Since there is no reminder text on the card, I doubt it has inherent abilities like monarch does, but rather marks you as the blessed player, which other cards will care about.

This was my impression as well. It worked so well in Conspiracy and is a really fun mechanic. I would love to see something similar in a standard set.
If City's Blessing does work like the Monarch mechanic, I'll be thrilled. I enjoy playing Queen Marchesa, so if they made another version, that would be great. The Monarch does get games moving, so hopefully City's Blessing will be as good.

IIRC there was a mechanic in Ixalan called "advantage" that was basically the same thing as Monarch at was designed in parallel, and they decided to kill advantage because the mechanic worked better in multiplayer.

More specifically, they gave it to Conspiracy 2 because it wanted the mechanic more (yes because it was optimal for multiplayer). If Conspiracy 2 wasn't being made so close to this set, the multiplayer aspect wouldn't have stopped it from seeing print in Ixalan.
This blessing thing looks like it could be mighty similar though...
City's Blessing reminds me of The Monarch from Conspiracy.
IIRC the Monarch used to be in Ixalan block, so they obviously replaced it with something similar enough to be evocative of it. This really looks like a token/counter, but is not called a token/counter. Maybe it is like a reverse poison counter, but they had trouble belancing it properly as a counter (since it could be manipulated with proliferate and e. g. similar mechanics from Kaladesh etc.) so they made it a new game object/value like emblems - except without rule text.
Or it's like a one-shot energy. Something you charge to use on other abilities e. g.

Possible? Flavorwise the reverse poison seems like a good fit though.

Maybe something like - the more blessing, the better. Like:

Also interested in why unequipping your hook hand causes you to spontaneously die. Being a pirate captain seems increasingly dangerous even outside of "actual" danger.
-- On the upside, pirates are good at stealing things, and with this you can steal your opponents guys AND destroy them when you're done.
Promo Evolving Wilds hopefully means there's an even more beautiful evolving wilds in the set. The last few artworks have not been my favorite.
The red mana ramp is cool. I always thought red deserved more "one shot" mana ramp or more mana doubling cards, as it seems very thematic with the explosive gameplay red deserves.
Maybe something like - the more blessing, the better. Like:

OR, it could just be (as someone said up top) a marker that allows you to use certain abilities or gain certain privileges like:
When X enters the battlefield, do Y. If you have City's Blessing, do Z.
The blessing token thing: I'm going to wager its involved of a reverse position counter thing and certain amount of counters causes you to win the game and the word "highest temple" is a give away in my opinion

YAY EVOLVING WILDS!!! Hopefully this will increase the supply, I have been looking for Wilds for an actual, real deck for SO long, but they are SUPER duper SCARCE!!

I thought it was an enchantment token at first, but then realized a second later that it only has flavour text.
It does say that it grants whoever gets it the power of The Immortal Sun forever. That could be a clue.

Blessing card? Interesting. I am guessing it works either like monarch or like positive poison.
Hook is good, means any non-pirates I add can still be useful in addition to stuff like Arcane Adaption or Conspiracy.
That evolving wilds art is very nice.
