Scry has been used to make semi-cantrips ever since it became evergreen, yes.
I feel like this was their attempt to make an aggressive tempo spell with early upside to balance the tempo value later. Early you need a bounce spell to do more than Unsummon because the tempo gained bouncing a 2 drop is negligible. But if that upside is too good, it can be oppressive late when bouncing a 5 drop is already a pseudo Time Walk. Scry 2 is pretty powerful, so I can see where that effect being constant could be too good. Its also fair to point out that bounce effects could be strong in this format. Embalm, Eternalize, GPG, and just using Treasure to cast things ahead of schedule all turn this into a Doom Blade with upside. I don't know if this package actually gets there, but I can sorta understand the thought process.

Yes, it is. I wonder what has made her switch loyalties. Or if Bolas has other plans for Jace. (Which is silly, since everyone knows you kill the telepath first. Just like a radio man.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I just know someone, somewhere is using this as shipping fuel. Even though we don't know why Vraska is trying to save Jace. Could be something totally pragmatic. On the other hand, she is capable of friendship as we saw with Mazirek.
Whatever the reason, she doesn't want Jace dead. At least not yet.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I feel like this is a bit of a flavor fail. Firstly, while the art does depict a possible result of a perilous voyage, it's not really the voyage itself being shown. But the bigger issue to me is that Vraska looks to be trying to save Jace. Yet, the card specifies "opponent's" permanent, so the whole "trying to save someone" vibe doesn't really mesh with what the card is trying to do, as you can't "save" your own permanents, and why would you typically be trying to "save" your opponent's guy?

Whether a relationship with Vraska would be better for Jace than a relationship with Liliana (though, frankly, neither sounds ideal), Vraska tends to gain a great deal with having the Living Guildpact as a boyfriend.
I'd hate to be around Liliana if anything goes down and she finds out, though... she'd in all likelihood try to be rational about it, but I doubt she'd succeed...
I actually have a small problem with this card and it's not even close to being the non-land part (I understand why that's on every card like this. Getting your land bounced is honestly a little stupid. And is probably not something you can deal with).

I like bounce spells a lot not only because I have this weird soft spot for soft removal, but because they're also versatile. Unsummon isn't just a tempo play that lets me get rid of my opponent's troublesome creature for a turn. It also lets me save my creature from removal in a pinch. It lets me reuse an ETB effect if I'm willing to pay the creature's cost again. Being able to do things like that are half the fun of a bounce spell. Well, at least they are to me. Like, is paying 2 and going -1 to bounce my own thing and maybe get a scry busted somehow?
Without that text this could have been a great little option somewhere between Disperse and Into the Roil but as it stands it just kinda feels like what all bounce spells without versatility are: An unsatisfying removal spell.

Although it is a shame this won't bounce your own permanents, bouncing an opponent's permanent is usually good enough to make this card worthwhile. The extra effect of scry 2 for bouncing a permanent with cmc <= 2 probably won't matter too often.
Man I actually really like this card. How do you guys view this with modern in mind? I feel like it could be a house in temur tempo decks. Not many I know but in the few decks that could want this I feel like it would be really good.
