Cuz its a baer that needs Crew 2, needs to be in a dedicated deck & has to be ctewed first everytime it wants to get a countet & is even Rare.

It doesn't need to be crewed to get a counter. You can put +1/+1 counters on non creature permanents it just usually doesn't do anything.
Emissary is playable in limited, even if constructed decks might not be interested in it. First strike makes up for the low toughness, and white card draw is a rarity.

I mean, they pretty much spell it out right there, don't they? T2 Shadowed Caravel, T3 Emissary of Sunrise, attack with a 3/3 and maybe cantrip in the process.
But somehow that doesn't feel great.
MAAAAAYBE.. the Pirate explorer but his recurring explore is rather expensive and doesn't allow him to crew.
Not sure why people are saying the Emissary is bad? I wasn't aware that a 3CMC 2/1 first strike, draw a card was awful especially in white. A 3/2 First Strike is medium. It's solid in limited even in a vacuum. It could possibly be playable in constructed; I am sure everyone laughed at Thraben Inspector upon release too.
The vehicle does seem bad - even if you can reliably get it to 4/4, which seems unlikely given the amount of explore we've seen thus far, it's "just okay" with Crew 2. I mean, not everything needs to be Heart of Kiran but even in limited I'd be reluctant to play that.

Did development have to cut a rare at the last minute, so they bumped up an uncommon? I don't think a vehicle that mediocre would have been a high priority draft

No one laughed at Thraben Inspector. It was praised for been a decent comon even tough most weren't sure of how clues would fare out
I thought the Caravel was fine until I saw it was rare. The rares and uncommons have been pretty good in this set, but then this somehow snuck in with the group.
to caravel looks terrible to me, 2 cmc 2/2 with that ability don't need a crew 2... and I think only 6 creatures until now have explore, so it's probably useless even in sealed.
And don't have any evasion, so who cares if you make it be a 10/10?
I wonder if the ship is too powerful at uncommon. It would indeed be a good explore payoff as it appears in all colors.
Explore is definitely the question mark in limited. We don't know how it plays out. Card advantage, card selection and +1/+1 counters makes it hard to evaulate.
The Vehicles in Ixalan are certainly a huge step down from the ones in Kaladesh, which is good or bad news depending on your feelings towards Vehicles.
I don't like how under-utilized Explore seems to be, based on what I've seen thus far. I hope I'm wrong there.
They focused too much on Pirates and Dinosaurs (tbh I'm already pretty tired of seeing and reading about them everywhere). It feels like the two-color tribes got shafted a bit.

Shadowed Caravel looks quite good for the Explore deck.
Having said this... where are all the Merfolk? They don't show up much for being one of four tribes...
Where are all the merfolk? Tomorrow the full set gets spoiled and we've seen a handful of them only.

Especially that vehicle. Wow. This set has some great cards, but the bad ones are REALLY bad.
