Cartouche of Strength is a limited star and this is basically the same, but it trades Trample for a potential cost reduction. This is prime Green removal even if you aren't playing any Dinosaurs. It is potentially Standard playable in Dinosaurs. Good card.

I generally don't say "strictly better if..." It's better if you control a dino, but not strictly better (since strictly better would also mean better if you don't control a dino).
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I was praying that they would reprint prey upon(heh)with dinosaur art in this set. I would have been overjoyed with that- but THIS! OH yes sir, thank you sir. The dino casual deck is wobbling forth on shaky legs!

Rarity has nothing to do with the phrase "strictly better." It doesn't factor in at all. There's mothership articles you can easily find that will explain what strictly better actually means.
When I see Healing Salve, I'm often like "Oh girl, I wish I could turn every card into this." Thanks they removed the gain life part, otherwise this would have been broken.

But yeah, it might see Standard play. I'm not sure about Commander, where generally speaking the only sorcery-speed removal that sees play is either land destruction, stapled on a creature, a boardwipe, or some mutant combination thereof (or proactive answers like Aura Shards, Warstorm Surge, and Grave Pact, i.e. "just play Stax"), but possibly Standard.
