Incredible card. It's no Skullclamp, but for any tribal lists it honestly isn't far off and the +3/+1 is a formidable boost for most Commanders looking to jam Voltron damage when the time comes. As folks are noting, even in non-Tribal decks it can be a tutor of sorts. This card is going to be a staple in any deck that runs even a modest number of creatures.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Love the art, pretty fun with Nim Deathmantle. I think White benefits most from this - it can care about equipments AND gets some advantage if it's tribal Humans with tokens or Cats or whatever
The uncommon symbol belies it's power, which is another similarity to skullclamp haha. (I know rarity symbols are different entities for comm. precons)

Eh, this is kinda ***** just about everywhere. Maybe not zombies as they have a ***** ton of sac outlets generally, but most tribal decks dont so youd be banking on your opponent stupidly killing the creature

Right, having your key creatures replace themselves when removed is just total garbage, amirite? Especially on a fairly efficient equipment. Total trash.

Check out the thread for my cube if you have the time, and tell me how terrible it is.
Generals meant to be drafted first in a single pack of 6 cards.
And here is the actual cube, meant to be drafted in 4 regular sized packs. (60 card decks)

The best plans are those that work without your opponents involvement. A 4/2 vampire token attacking every turn is notable. Saccing is a thing in EDH and not just for zombies. A bit of imagination goes a long way in magic. Equipment matters decks/generals as mentioned before your post like this card. I'll take an unholy strength mini tutor for 1 equip. I also think it's a fun card.

Maybe goblins. Maybe.
The majority of tribal decks arent rushing out of their way to sac their crap just to get a free replacement off this thing. Sure, things that replace themselves are fun and great, but without outlets and being tied to tribal? Nope. Better off running an actual threat or an answer not a gimmick to potentially replace a guy. On top of that, most of the time, even if you do stick it with the intent of me blocking in the hopes your guy dies... ill just eat the damage
Is it fun? Sure, when it works, is it good? In extremely narrow situations because again, the majority of tribal decks arent sac oriented.
This is blade of selves 2.0, great in theory, never works out in practice
As someone who has run awakening zone and from beyond in commander decks, the thought of effectively grabbing a free eldrazi each turn makes me giggle. The odds of pulling that off, however, are sadly slim.

Am I wrong for wishing it was +2/+2?
At least it dosn't put the creature into play.
I think considering you probably want it to die +3/+1 is probably better.

Definitely considering finally building an EDH deck with this and the newly-spoiled Nazahn. Here's hoping the cat deck has some really cool reprints!!
