Is there a point where after the 6/5 taps that you can untap it and still attack? If so, can you choose to attack anyone with it?
Yes, the ability triggers at the beginning of combat, after it resolves you have priority to do something else before moving to the declare attackers phase. The requirement to attack the selected player will only apply if you were able to choose one, when the Dragon is tapped because a player could not be chosen, no such attack requirement is created. So if you have a way to untap it, you would be free to attack whoever you want.
Territorial Hellkite is a mindless beater that can't even reliably deal with planeswalkers. Why do they keep printing cards like this in Commander sets (Daxos's Torment, Awaken the Sky Tyrant, etc.)? That's not what the format's about. If you want a creature that only deals combat damage, at least make it an 8/8 for four or something. Hellkite here would probably still be bad at 10/10.
I get the feeling I wouldn't enjoy playing with you. Commander is exactly where random effects belong. It's a strange card with a unique ability and fantastic art. I love it

Agreed, random cool Innistrad dragon that has haste and 6 power, for 2rr that at *worst* has Exert, is fin=e by my because barring counterspells, flyers, pillow forts, I'm gonna kill a planeswalker, or I am going to connect for 6... I know I listed caveats, but realistically those caveats apply for every single creature in the game.
Nifty red dragon is nifty, not everything has to be a True-Name Nemesis.
Theyre neat i guess. Still not seeing much color fixing going on in this tribe so itll be interesting to see it fall into the typical dragons.dec trap of "if i had one more mountain"
Karmic justic on a stick feels a little overrated to me but we'll see
I like the hellkite. I mean, you'll have to get the opponents to zero anyway, why not start beating with a 6 powered flier on turn 3?
In my group I expect the randomness to actually be a boon, because on one hand they kind of appreciate these kind of cards being played, while at the same time you can smack someone without instantly turning them into an enemy because you have the excuse of it being random.

I also think it would make a nice card for a Neheb, the Eternal deck.
