My shot at the translation (I do not speak Spanish at all)
{Herald's Horn}3
As {Herald's Horn} enters the battlefield, choose a creature type.
Creature spells of the chosen type cost you 1 less to cast.
At the beginning of your upkeep, look at the top card of your library. If it is a creature card of the chosen type, you may reveal it and put it into your hand.
Really like this one! If I ever get around to building another tribal EDH deck, this one will definitely find a spot in it. Question is should I replace Urza's Incubator or Dragonspeaker Shaman with this card in my Karrthus dragon tribal? Hm...
Minor nitpick: I'm pretty sure the first ability is "as" it enters the battlefield, not "when" (it's not a triggered ability). I wouldn't bother saying this except I'm sure someone out there is going to conclude "OMG they changed the templating for this sort of thing?? We can Stifle this??" instead of just making the sensible conclusion that the initial given translation didn't get the templating exactly right.
So this is uncommon because it will probably be printed in each of the decks. Is that correct? Because honestly this is Rare-nearly mythic level from my perspective of standard formart rarities. It just has so much value built in at such a tiny cost.

I don't think we know for sure, but it's probably not in all four decks since it isn't a Common.
In previous years, Uncommon meant it was in three decks,
but this time it might mean just two.
If so, my bet is on Dragons and Vampires,
as Cats and Wizards tend to be cheap to cast.
Momir Vig, Simic Visionary
Melek, Izzet Paragon
Oona, Queen of the Fae
Bruna, Light of Alabaster
Gisela, Blade of Goldnight
Rhys the Redeemed
Jarad, Golgari Lich Lord
Sen Triplets
The Mimeoplasm WUBRGSliver OverlordGRBUW WUBRGSliver Hivelord(Superfriends)GRBUW
Would probably rather run the Medallion cycle in most colors over this, with the exception of W and R which need the card draw.
I'd play both, tbh. Especially since most of my decks tend to be creature heavy. Medallion is better in Azami but this one seems really strong for creature builds.

While we have no confirmation either way right now, my projection was that we get an uncommon of each color, determined by the color overlaps of the two decks in which that uncommon appears.
W Cats, Vampires U Dragons, Wizards BBloodline Necromancer R Dragons, Vampire G Cats, Dragons C Cats, Wizards
Cats and Wizards are the only two decks with no color overlaps, thus I suspect that the colorless uncommon appears in that one. Which would most likely be this one. We'll have to wait to see at least one more uncommon to know for sure.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
That's what I thought about Chromatic Lantern in last year's decks...
Chromatic Lantern was a rare, in Commander products; Commander 20xx rares/Mythic rares are only in one deck, in general Uncommon cards will show up in any deck which they are allowed via Color Identity, Commons follow the same rule. Normal rares I don't think have ever overlapped because they are not new cards from the new set.

Gavin mentioned in today's Wasitora preview that Bloodline Necromancer was the only member of that cycle that survived Development.

*reads the article more thoroughly*
Huh. Well, I'm sure a white Cat Vampire would have seemed a little strange anyway. But why did development cut all but one in the cycle? Why leave the one? I hope a future article explains that.

In monocolored, yes, but in multicolor? (Of course, this is designed for tribal, not for storm-type shenanigans.)
This also has the advantage of hitting colorless creatures. So, you can set it for golems, constructs, Eldrazi, myr, thopters, and gnomes.
It's uncommon, which tells me it's in two or three decks. For those unfamiliar, the rule for non-reprints is:
Mythic: Legends
Rare: Nonlegendary (or if legendary, noncreature) cards in only one deck
Uncommon: In two or more decks, but not all of them
Common: In all decks
Uncommons were, of course, more common in the three-color ones. If you got two decks that only shared one color, you got all the vows or curses, depending. But that was the rarity for myriad creatures in the two-color decks. In the monocolor decks, there were only two non-precon uncommons: Arcane Lighthouse and Unstable Obelisk. Both were in Ob Nixilis and Daretti, but Arcane Lighthouse was in Nahiri, and Unstable Obelisk was in Teferi.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Correction: There was a cycle of five artifacts and lands that each appeared in three of the decks.
