It can, what would happen is you would have 2 replacement effects trying to apply to the same event, so you would choose which happens first... and then there's nothing for the other replacement effect to modify because the actions they have you perform are mutually exclusive.
It's also worth pointing out that while wheel of the sun and moon does negate the downside of exiling cards with cycling if they would go to your graveyard for reasons other than being cycled there, it also totally hoses your ability to cast cycling cards from your graveyard (the reason you would run this artifactin the first place) by preventing you from putting cards into it at all. Mixing a form of graveyard recursion with a card that turns your graveyard off strikes me as something of a nonbo.

Well if you build your cycling deck properly it shouldn't be a problem. Wheel effects should be played with Madness or Flashback, not Cycling. The purpose of playing Cycling cards is that you can cycle them. And if you're going to play this in your deck, you should have more than one or two cycling cards.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Probably not worth it, but there is potential for a combo-esque build if the right cards are printed. There's 8 fogs in modern with cycling now so this could be something. Probably not, but it's interesting at least.
So if we're trying to get creature recursion out of this, could we do some sort of an Aether Vial/Flickerwisp shell to blink the Sarcophagus at instant speed as our creatures are about to die, then cast the creatures out of the graveyard again next turn once the Sarcophagus is back? This seems like a lot of work, but kind of a cool interaction.
This card is very playable competitively, and fun a.f.
It's not a 4 of in the deck card, and you don't want to play until late game usually, in the right deck it's almost broken.
Question: With Fluctuator + Ash Barrens and Abandoned Sarcophagus can't you just get all the basic land cards and put them into your hand and discard them for damage with Seismic Assault? Or is there some mechanic I'm not seeing?

Abandoned Sarcophogus doesn't let you cycle from the GY it only lets you cast non land cards.
