I thought at first you misspelled hippo, but I see that it is not the case. I have also learned that this is an actual bird that exists in real life, there goes Magic giving me an edamacation again.
This is pretty nice uncommon in limited, a great way to use mana on dead draws and make sure your life isn't too low, and a 1/3 body for 2 is definitely nice.
Remember when people tried to argue that Fathom Feeder was good? (Sure, I guess deathtouch is a good defensive ability, but this is a 1/3 flier as an uncommon).
Very nice card for limited (and potentially for casual formats like EDH), 2 mana for a 1/3 flyer is perfectly respectable and repeatable card draw + life gain is a great mana sink for the mid-late game.
For standard it's a non-starter though, about the only place it would have a chance is in the sideboard if control mirrors were a common thing and a Ug/x control deck was viable (and even then there are arguably better options).
It reminds me of Theiving Magpie which I played with years ago but back then we had a lot of good counterspells to protect it and good draw. It needed to have a 4 toughness or hexproof to be playable, Close but no cigar.
Seems insane in Limited, 2 mana poking flier with defensive stats and strong mana sinks late. No idea if it'll see Standard play, doubtful though I imagine. Mostly a really strong Limited card.
This is a really fine uncommon for Limited, a 1/3 flyer for 2 isn't a bad thing since it can hold bears off and/or help get damage in with pump effects, and then late game you have a very nice mana sink. I definitely wouldn't mind opening one of these birdies.

Stay reasonable, be mindful of your expectations and don't feed the trolls.

Seems like it'll go really nicely with Seedborn Muse.
