Solemnity is a betrayal by R&D. I just built my -1/-1 counters deck and it gets hated out of existance before the block is even over. All the things I could have done with the scorpion god. Oh well! At least I don't play modern infect. I feel for you guys.
Solemnity will be too slow for Modern. If it removed counters when it ETB in addition to it's effect it'd be way unbalanced, but as it is by Turn 3 or 4 if you're playing this against Infect or Affinity you're too late. Better off as another card.
Won't be forcing it into any Commander decks, as building around it would put me in a very fragile position. I'm not arguing it's bad because it dies to removal, but it's bad because as soon as it gets removed all the effects I'm stopping from triggering like Cumulative Upkeep etc suddenly come online and I've hosed myself. For the purposes of hosing others, it's purely a meta card.
Even at 9 infect counters, if this lands against Infect, they die. It's not like Melira, where the damage just becomes normal. And Infect generally runs zero MB answers to Enchantments. If turn 3 hate is too slow, then Infect is clearly violating the Turn 4 rule and needs to be banned.
As far as EDH goes, you use it as a game-clinching piece, or with cards you were already going to run like Glacial Chasm or Delaying Shield.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
Crook of Condemnation = Relic of Progenitus 2.0? Although it costs 1 more to cast and to activate the first ability, and the second ability doesn't draw you a card. So, strictly worse Relic I guess.
There's a huge difference between "remove target card from a graveyard" and "hey, opponent, why don't you pick the worst card in your graveyard and remove it, please?". There's nothing strictly worse or better, aside from Crook's first ability being strictly better for a strictly higher cost ( and even that's not entirely true, as some cards say cards in graveyards can't be targeted).

It reminds me of the Born of the Gods spoiler season. I saw Athreos, God of Passage and started brewing. Then, about a day or two later, they revealed Deicide and I was like "ok I'm not building a standard deck then". At least those were in the same set so I never had it before I had to give it up.
This is what I called "fake rotations" in past Standard formats, where you get a deck and expect most of it to be legal for about two years, but after a year it becomes unplayable because the next block contains lots and lots of playable cards that just crushes it. That said, Standard has been horrible lately, so if that's the price of improvement, I'll take it.
My only constructed deck right now is Legacy Infect. I hope this is too slow and/or narrow in that format, and I think it is. My only Standard deck until recently was RG Pummeler, but I sold it - I'd be annoyed right now if I still had plans for playing it though.

Entering with the counters still counts as adding counters to it, so it would work. Same reason it works against Walking Ballista and Hangarback Walker.

Those two things are one and the same. It's the reason why Doubling Season makes planeswalkers come in with twice as many loyalty counters. If Dark Depths is in your hand, it has no counters, but it has counters when in play. Ergo, counters are placed on that card as part of its transition from card to permanent.

Your last sentence is correct. The counters for suspend go on the exiled card, which is not an artifact, creature, enchantment or land, as it is not on the battlefield.

The number of degenerate things Solemnity does with older mechanics is kind of awe inspiring. There hasn't really been a card that does exactly what this one does and at 3 mana it's totally playable across formats. The only downside is that Greater Auramancy and Idyllic Tutor are already insanely expensive cards and I'd say those two are kind of needed for the deck I'm pondering.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Because energy counters go players, so this wouldn't have stopped that.

Infect is in green. Green has enchantment removal. It's a speed bump for Infect at best.
True enough. It isn't like anyone is playing Infect now, anyway, except maybe at a local shop's weekly event.
