Supreme Will is a phenomenal card. The mana cost is totally worth it for the flexibility it gives you. Instant 4-of in any U control decks that pop up with HOU's release.
Looks like blue decks in standard from now on will be playing this card, Supreme Will. Great at digging for answers or threats when you need it, or saying NO for 3 mana. Early game, late game, this card will always have a use.
Supreme Will seems great in standard especially a standard with Fatcaster Gearhulk. Also points to a cycle, or at least a partial cycle, of "useful effect + narrow effect" modal cards. I say partial because flavor-wise it could easily be the three Fallen Gods using Bolas-magic.

God forbid Wizards from reprinting a Mana leak in standard. Using this card largely depends on how a player filled out their curve in the deck. It is good when looked at in isolation, but if someone already has a ton of 3 drops this will have to compete in that same subsection of cards. I do like this one more than Censor, which might as well be it's baby brother in arms. Hope people are keeping their mana open in standard these days because that's a lot of leakage there.

Supreme Will is a great card. A very strong counter spell, and it lets you dig/cantrip. At 3 its a bit expensive, but it is at instant speed, so it helps a lot for control decks.
Mana Leak and Impulse are both pretty strong for 1U and work well together, so having a modal spell that's both for just 1 more seems great. Obvious Standard staple, and perhaps Modern playable?

I think costing 3 is too much for modern even with the added versatility the card has, especially on the draw. By the time you can use it as a counter you'll find yourself using it to dig for answers to the problem cards that have already resolved.
Look, 2 interesting cards.
Supreme Will is... decent. The flexibility is nice, the effects fair. I do not believe the design team responsible for Open Fire produced this card. And I am sorely disappointed that NOBODY decided to do:
In fact - gasp - that'd be an interesting common cycle. And there's no reason this NEEDS to be uncommon. But given it's the first (non-reprint) csrd I've seem from the set that wouldn't make me consider firing someone, I'm going to say "good job."
Supreme Will is nice, but 3 mana to get a counterspell is just not going to cut it anywhere outside of standard, so these cards are simply DOOMED to be standard only.
