Bolas looks amazing, the wrath looks great, its cheaper but no lands is fine. The human walker is meh, does nothing really explosive. I guess the giving double-strike is good, but does not have much else going for it. The Ult is just a better Nahiri.
Bolas is decent but less powerful than his first planeswalker appearance in my opinion. He may be a card in marvel as a mirror breaker but I'm not super confident in that. He looks strong in commander but not even as annoying as Ugin. Samut is very bad. That wrath is really bad too.
My issue with Samut is that she has no mechanical identity. With her creature, they were willing to awkwardly dump keywords on her to emphasize her speed, but now that focus seems forgotten. Her abilities lack cohesion and flavor, leaving her looking decidedly meh.
Bontu's Last Reckoning is great, provided I cast it off of mana rocks. Otherwise, it certainly won't replace Damnation, though it does make a case for being one of the better budget alternatives.
I agree that Samut feels pretty 'meh' character- as well as card-wise.
But dropping her with a doubling season out could be fun - instant -7 for two more ult-able walkers sounds nasty.
Maybe now we can get a counterspell with the same effect as that wrath?
If Kefnet was going to get one, I'd think that it have more to do with card drawing. Something like a 1UU "Draw four cards. Your lands don't untap during your next untap phase."

I find it funny that the only few comments regarding Samut is pretty much negative.
Cause she's bad. We've seen 3 other cmc 4 gruul PW's, all of which are better than her.
She's not just bad, she's really boring. Ashiok and Sarkhan the Mad aren't the greatest, but at least they do something different. For Samut, it's like WotC spun a roulette wheel of red/green mechanics. Your average fan-designed planeswalker is better and more interesting than her.

That seems to be EXACTLY what they did. No synergy whatsoever.
Don't mind the Black Wrath for Commander, I have mana rocks most of the time anyway. New Bolas is fun, Samut is super meh.

Important here to remember is that the Wrath doesn't care how or why your lands are tapped the next turn, they still don't untap, regardless if they were used to pay for the Wrath or not.
That's one good wrath, and I believe it very well might be Modern playable: it doesn't matter if you lose a turn, if your opponent as already emptied his hand (Affinity, Elves, and possibly Boggles) and would have killed you on turn 4. Will this see play over Damnation?
Yeah, her plus ability should have been +2, not +1, OR it should have given a creature double-strike AND trample, vigilance, or haste.
Her -2 should have done at least 3 divided as you choose (though probably 4 if they really wanted to push her).
Her -7 is pretty sweet, especially in EDH, but the rest of her abilities are so yawn-worthy that it isn't a good enough reason alone to play her.
