Should have been Blue. All the best Blue cards these days aren't even Blue. Upsetting.
Like blue would need to risk losing the game to do this. Red has had a long history of doing blue things badly ever since Wheel of Fortune was almost but not quite Timetwister. Rummaging instead of looting, temporary theft instead of permanent, only being able to use those effects at sorcery speed vs instant, counters that only counter counters, even some things that aren't fundamentally blue like creaturelords.
"There's three ways to do things. The right way, the wrong way, and the R way!"
"Isn't that the wrong way?"
"Yeah, but faster!"
This whole thing is funny to me, especially as a red player always hearing from blue players about red stealing its abilities. I wonder if any of them know that snapcaster mage was originally designed to be red, before getting changed to blue at the last minute; but I digress. You hit the nail square on the head. Red and Blue play as mirror images of each others philosophies about spell slinging. The both often do the same thing, except one does it the aggressive way and the other does it the defensive way. It's just the nature of the colors. Yes red tends to do things blue can do but worse, however red can do everything else in its game plan faster. Blue does it slow but better. This isn't rocket science; and I usually defend blue players because they have gotten shafted lately, but I won't agree when they whine because red finally didn't get shafted.
This card has so many uses in so many different decks. It just seems so damn fun to brew with! I remember a casual deck I had way back in the Mirage days that made use of Final Fortune. The nostalgia is strong.

I know blue mages don't get many good toys these days, but come on... no card that has "you lose the game" on it should be blue. A blue mage never makes a gamble like that. (The only reason I'll give pact of negation a pass is that it's part of a 5 card cycle with one of each color).
I anticipate seeing this in standard aggro decks as a last ditch effort to close the game out. I mean if you only need that one last turn this is going to give it to you, and given aggro generally dies if it can't get it's game plan executed relatively early, there isn't much of a downside to this card.
Man red is the color to beat this season it feels like.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
I'm genuinely shocked to see this, as someone asked Maro about Final Fortune and he responded that it wasn't the kind of thing they put in red anymore. Never would have guessed they'd do it with Time Stop. Pretty sweet design and a potential monster for red-based aggro.
Counterpoint: the interaction with the new Gideon is bad and they should feel bad. Platinum Angel didn't even exist the last time Final Fortune was legal; putting a three-mana Angel effect into Standard with this, where the Fortune equivalent also effectively counters any removal for the effect, seems short-sighted. That said, I'm still very glad this card exists. It just makes me wish even more that Gideon of the Trials didn't.
I gamble at casinos from time to time. I don't mind losing money in that manner but this card is probably a gamble I wouldn't take; at the very least, I definitely won't gamble like this unless I already have the answer in hand or I was going to win next turn anyway.
