No it's not. It does not win the game on the spot from turn 4 on. And whiping the whole board including lands is a 3 card combo (AF, RB and a sac outlet like gargadon). Restore Balance and Gargadon are both terrible without any other cards.
There is potential for a sweet brew but I have yet to see a list that has the potencial to 'break modern'.
If you wanna brew with this, consider Kari Zev's Expterise for additional (bad) copies of As Foretold. Extra style points if you sac the stolen creature to a Gargadon.
Remember, Splinter Twin is a terrible card without any other cards. Deceiver Exarch and Pestermite are only passably decent. In the right combination with other cards though, they are format warping.

I think i would have leyline of sanctity, blood moon and zari kev side as they are only broken in some match ups. I'm thinking gargadon by itself is not good enough so added some claws. But yeah against creature decks definatly looking forward to siding in kari zevs to sac to gargadon or the claws.
Restore balance is going to spike like crazy. Lotus Bloom and the Enchant itself aren't affected. It's trivial to dump your hand if you're optimizing for a deck like this - so this Enchant basically reads : 2U - mind twist your opponent, then wrath of God and Armageddon. In 97 I ran a deck like this with demonic consultation, balance, and soldevi digger and it was oppressive as hell and it seems like the tool box is better here (and better win cons than the rack).
This thing is just looking to be broken. If it survives T4 in standard (and you do too) it's a value machine that allows you to tap out and protect it and yourself on each players turn right?

I'm fully aware that control is bad (BAD) in standard at the moment but this seems like a snowballing win condition. If it's not dealt with a turn or 2 after in play... seems unkillable in dedicated control.

So if i play As Foretold and it says i can play a spell on every turn, does that mean i can play living end or restore balance on their turn or is it still restricted to its sorcery speed? i know instant speed cascade gets around that but does the phrasing of as foretold do the same thing?

Not sure why people are complaining about the 3 cmc. If this card had been made a few years ago it would have cost 5 or something silly. You can easily use Lotus Bloom to get back your 'turn', and AV will also compensate for the lost cards.
I think the once per turn limit will keep this card in check just fine, and will probably make it too slow for modern.

I think it's quite strong. Once it's up to 3, you effectively get one free countermagic spell per turn considering you can use it on both your turn and opponent's turn, which keeps your opponent guessing if you have a slew of cards in hand. Aether Vial is still superior for creature based decks, but I could imagine some sillyness happening with As Foretold, especially since it's X or less, not just X.
I don't think it's the new Counterbalance or anything, but I could see it getting used somewhere.

This is a solid card that will see play in competitive Modern. Can't wait to see what shakes out. Just wish the price wasn't so high.

It's strong, but I think it's too high variance in standard without some kind of card tutor to make sure it comes down T4 at the latest. That's the trouble with cards that build up power with time: The sooner you can reliably play it the better it will be. In modern you can tutor it and play a lot of 0 cast cards for free, but in standard this feels about as hit and miss as Aetherworks marvel was.

but its uses in Standard are so pitiful that I can't see that price going anywhere but down.
I see it as kind of like Brimaz, King of Oreskos-
hype for that card was understandably high,
but he failed to make a dent in Standard,
so his price tanked despite his use in Modern.

Not really, no. At least Dark Deal could be run in mono-black decks that could feasibly use all of that black mana that Waste Not produces. Going Grixis just ends you up with more cards you can't spend that mana on, even if wheel draws you more cards. Actually winning would actually mean forcing your opponent to discard a bunch of creature for zombies and then not be able to deal with them.
This is a pretty good card but it is absolutely not Aether Vial and Merfolk wants nothing to do with this. The two cards shouldn't even be compared, to be honest.
