This is very good. Even without the counter loot ability, all of your instant and sorcery spells requiring 1 less to cast. This could be fun to pilot in EDH as a general. Negate for U, Dissipate for UU, See Beyond for U, Fabricate for 1U, etc. He is also a Wizard so he has synergy with cards like Patron Wizard and Azami, Lady of Scrolls.
I'd be curious about running this as a general, what are some of the best sorcery and instant blue spells that cost 1U to cast?
Im glad that this seems to fit what we know about the kind of magic the character uses. I am kinda surprised he isn't UW, but it makes sense since he is part of the cycle of monocolor legends

I don't like Baral as a character but damn his card is everything I had hoped a Choryu card would be someday. Amazing design. Can't wait to use this in my Azami EDH deck.
When you have this card in play and you cast remand, countering a spell, do you draw from remand and then decide if you loot, or decide if you want to loot then draw from remand, or do you get to decide which order to do them in?
More really good legendary creatures. I don't think we've seen this many legends in one set since kamigawa block. Also this guy is a strait up good turn 3 play. He does get hit by a lot of removal spells so I wouldn't blindly play him turn 2.

I'm pretty happy with pushed cards that might see play in several format not being Mythic.
Understandable. I just felt that Baral was a force to be reckoned with and a sight to behold. Kind of like the Darth Vader of Kaladesh. Seeing him brings dread, and lore-wise, seeing him as a Mythic Rare would have been fine. As is, I am happy that many including myself, can get their hands on him fairly easily.

And his expertise bounces artifacts/creatures and you can do a 4 or lower

I feel like this guy deserves a more Mythic Rare status however. Just an opinion though.
