Not too hard to get it into play turn 2: turn 1 Attune with Aether does the job by itself, but you can also just play Rampager T1, bouncing it, play it T2, bouncing it, and play it again (all you need is two ETB-untapped Green-producing lands). Sacrificing your turn 1 play for a two-mana 3/4 on turn 2 isn't that bad a deal in Standard, although it would suck to have it eat a Fatal Push after that.
Also noteworthy that paying the energy isn't a "may" ability - if you have it, you pay it.

"The true measure of all heroes is not what they achieve, but who they inspire." —Triumph of Gerrard
I dunno. I love the GR energy deck and this seems to fit, but it's not quite a turn 1 play, except for the extra energy, and it's not quite G get one E because you have to pay EE if able. But I'm willing to try this one...
Arkham, the 1920's. Investigators battle horrors from beyond time and space, risking life and sanity while conspiracies of cultists and malign servitors seek gateways for their outer gods to return...
Soon, the stars will be right! Great Cthulhu shall rise!
Soooo... its essentially pay G: get 1 energy? With a bonus 3/4 option?
Not exactly, If you have the energy, you must pay the energy as templated so you can't just use it as an energy charger.
It is still a 3/4 on turn 2 if you have double untapped green sources and this in your opener.
T1: elephant, bounce it
T2: elephant, bounce it, replay elephant.
That's not much of a hoop to jump through. Alternately, with no energy in your pool it is a 3/4 for GGG which while not particularly good is still sized well for current standards swaths of 2/3s and 3/2s.
Another scenario when your energy pool is dry is to use this as a card that reads G: crew target vehicle, gain 1 energy.
Can also use this as a 1 mana creature to sacrifice with the trigger on the stack if we get a good sac outlet and enough reason to want to build around zulaport cutthroat
Outside of energy decks, this is effectively a 3/4 for GGG that can be paid across multiple turns. I doubt anyone would play it like that, but a card that can work like that is pretty cool.
In energy decks, it looks good, but you should keep in mind that you don't get to choose between getting an energy counter or paying two energy for the creature.
Seems a very solid beater indeed or energy generator. In limited forest this into forest cast it twice for a 3/4 on turn 2 is insanely good, like thriving rhino on steroids good.

"Yawgmoth," Freyalise whispered as she set the bomb, "now you will pay for your treachery."
I love when magic give regular looking animals terrifying abilities. Just imagine an elephant trampling over a vampire or pumping a goat to murder a planeswalker

Wait, seriously? I MUST pay for it if I can? Can I get a Judge ruling on this?
I read this as G: You get an energy counter, a creature enters the battlefield effect and a creature leaves the battlefield effect. Play this only a sorcery.
You for sure can not bounce it if you hsve two energy, it is carefully worded to work that way. If you are only interested in using it as a Revolt/ETB/Crew enabler, it will work like that the first two times if you have no other energy generators, and you can use your Æther Hub wastefully to stay below 2.
I think the midrangy RG Energy decks will love this. I can see it as a 4-of over Hellion. The Pummeler/Fury combo-oriented RG Energy decks will be more lukewarm to it, as they don't want to spend bits and pieces of E that's better spent on Pummeler or to protect a pumped-up Hydra. I will test it as a 2-of in my Pummeler deck over a pair of Cubs and see how I like it, mostly because we lack a 1-drop and it is a good blocker. I don't expect it to stay, but I've played this game for long enough to not trust untested card evaluations, particularly when it comes to synergistic cards.
With Elemental Bond, this is essentially "GGG: Draw three cards." For extra fun, use Aether Hub to spend the energy so you can keep bouncing and casting it (note that the EE payment is not optional; you have to pay it if you can pay it). Or play Servant of the Conduit and Paradox Engine to draw your entire library in a single turn. Could be a fun combo with Impact Tremors and Warstorm Surge.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
