Well, it'll be a fun card for more-casual metas. Otherwise it's a bit of a mix of too inefficient as a dragon relatively-speaking and too clunky for a wheel effect (when there are so many of them out there).
Normally, having two wheels in hand means you're loosing one; casting either makes you discard the other. This guy actually plays well with other wheels, which is something to at least take into consideration if you've got a wheel-heavy deck, like Nekusar.
So that's the obligatory dragon. Just a mediocre 5/5 with an expensive wheel effect that also requires it to be dead. My Intet and Prossh will stay wanting I suppose...
Instant-speed wheels are sweet, especially at EOT. This is something people are likely to forget that you have it in the graveyard so you're definitely get people with this.
Now Scion gets to Entomb an instant speed (though costly) Wheel. That's pretty neat.
I was thinking the same thing. It seems like a great fit for a Scion of the Ur-Dragon deck, but that high activation cost makes me think it might not be that great.
