I guess those gorgeous horns were inscribed with the wood from the Wheel of Fortune.
Well, it'll be a fun card for more-casual metas. Otherwise it's a bit of a mix of too inefficient as a dragon relatively-speaking and too clunky for a wheel effect (when there are so many of them out there).
Normally, having two wheels in hand means you're loosing one; casting either makes you discard the other. This guy actually plays well with other wheels, which is something to at least take into consideration if you've got a wheel-heavy deck, like Nekusar.
