The only things summoning sickness prevents are attacking and activating abilities of that creature with T in the cost. Any other reason for tapping, including paying costs that involve tapping, are fine.
Also, if for whatever reason you need this to be a creature and tap for mana on the turn it enters the battlefield (most likely involving some sort of fight spell), you can always tap for mana, then crew it.
Specifically, though, this vehicle isn't worthless without creatures. If we are seeing more like this, then I'm pretty excited. This reminds me of the cycle of mana rocks from Time Spiral which turn into creatures, except that this is considerably better than those.

I wouldn't call it considerably better than the TSP rocks. I'm not sure I'd call it better than the TSP rocks. Those I can use my excess mana to beat down with, which in a control deck is much more common than having an excess creature. To beat down with this I have to give up 3 power worth of attackers, which is fine, but very different. In a lot of decks, I would much rather have the TSP rocks.
Vehicles have summoning sickness? Interesting question is can this tap for mana when it comes in play. If so this cant taps if this become a creature. Strange.
It's just like Inkmoth Nexus and Karn, Silver Golem. If it ETB this turn, it has summoning sickness when it's a creature, and only when it's a creature.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

What? They have been printing 3 mana artifacts that ETB untapped and tap for any colour since Darksteel Ingot. This is a rare one, and I don't even think it's as good as Coalition Relic. This card is useless when it would be most useful, post-board wipe. It doesn't "turn into a 5/5", it turns 3 power worth of creatures into a 5/5. It's certainly not bad and I will probably start running it in Commander, but I think people here are seriously overrating its usefulness.

What? They have been printing 3 mana artifacts that ETB untapped and tap for any colour since Darksteel Ingot. This is a rare one, and I don't even think it's as good as Coalition Relic. This card is useless when it would be most useful, post-board wipe. It doesn't "turn into a 5/5", it turns 3 power worth of creatures into a 5/5. It's certainly not bad and I will probably start running it in Commander, but I think people here are seriously overrating its usefulness.

you could make a point for Cryptolith Fragment also, but that's slightly different.
truth is that mana rocks are pretty bad nowadays. Even the original ravnica signets are seen as too strong (and they're probably among the best non broken mana rocks anyway)
this one transforms that 3/1 dude into a good blocker, as you'll just tap it and block with the 5/5 or eventually give 2 extra damage "for free".
or even enable attacks against 4/4s or something like that if all you have is a bunch of tokens or something like Asylum visitor.
other recent mana rocks includes Atarka Monument and it's cycle, but tapping 6 mana to transform is actually a lot harder than tapping a 3 power dude.
I'm not saying that this thing will break standard or anything, just that it's FAR ahead the mana rocks printed in the last couple of years.

The Ravnica signets were always known to be very strong. They're the best mana rocks besides the obviously broken ones (Moxes, Sol Ring, Mana Crypt, etc). 3 mana "tap for any colour" artifacts have always been rarely printed since Darksteel Ingot. It's just not a design space they seem to delve deeply in to.
The vehicle ability is at odds with the mana rock ability. How are you getting a 3/1? You play this turn 3, then play a 4 mana creature next turn so you can activate this? Why are you not ramping up and developing your board? 6 mana to activate a dragon monument is a lot, but it helps you to ramp up and then dodges mass removal so you can get in to finish your opponent late game. I don't think either of them are particularly good in 60 card constructed, to be frank.
You can't just say "well it turns a 3/1 into a 5/5!" you have to think about how a game of constructed 60 card Magic plays out and under what conditions this card would actually be useful.

How much upside is reasonable to expect on a completely unplayable garbage common? A fair bit, I'd say. Especially to justify it being rare.
I don't see this having 5 power (when you're willing and able to tap 3 power) as much of an upside.

Also, if for whatever reason you need this to be a creature and tap for mana on the turn it enters the battlefield (most likely involving some sort of fight spell), you can always tap for mana, then crew it.
To be concise, it also prevents activating abilities of that creature with Q in the cost, too.
