I only like this card because of the arbitrary use of 26 two times. After that it is a little interesting, although the cost of 7 is steep, but a little understandable.
Would making the life total 30, really have broken the handful of cards that say, "10 more than your starting life"? This is a really poor attempt to make those cards matter and I could see this being 30 life at one point, but the fun police came in and tuned it down. This will see zero play in everything, waste of a rare, waste of cardboard, and waste of the salary paid to the design team to come up with it only to have the balance team shoot it down.

So basically, it's a 0-CMC "gain 6 life" that hopefully helps you survive long enough to compensate for the dead card in hand, and then pull you back from the brink if you can last that long. It's a clever little design.

I hope there isn't someone in design that is proud of this.
Also, I hope this is not a reference to 26 being the "number" of Yahweh in hebrew gematria, because that is some damn convoluted inside baseball stuff.
There's a part of me that really loves the design of this card, but another part of me that wonders if there will ever be a deck what would really want it. Maybe a ramp deck can play this to regain some footing before it starts throwing out haymakers? That art is beautiful though.

Definitely should've been 30. Hey, at least for those "you can't gain life" effects, this isn't affected -_-
This could've been an enchantment that made your life total 26 at the beginning of your upkeep as well, at that cost. I mean let's look at the other 7 drops there are: World Breaker, Dragonlord Atarka. This fails in comparison to what it should be doing at that high a cost.

The designers really brought the problems of this card unto themselves by trying to stick to the "thirteen" shenanigans because 13x2 isn't enough but 13x3 is too much and 13x1.5 wouldn't be easily interpreted.

Actually, any sort of life total setting ability is considered gaining/losing that much life. So yes, Leyline of Punishment would shut this card off.
Anyways, I think anybody attempting to look at this through the lens of competitive magic are going to be disappointed. It's not aimed at competitive magic (though it's interesting to note how close it gets, as I'm fairly certainly this could see sideboard play in standard if it cost 6 or less), but people will still have fun with it around the casual table.

Card is exceedingly bad. There are much better sideboard cards against burn, which is the only use this card really has.
Though the name and format make me hopeful we have a cycle, perhaps a series of "chancellor" spells
