I'd expect "color bleed" to refer to one color's qualities bleeding into another. Since this is colorless, does the phrase really apply?
Anyway... I have no idea what to make of this. Each mode is fairly weak on its own, but having the choice of all three is quite versatile. The removal is narrow, but still zaps a mana dork or a non-prowess Swiftspear. Countering a sorcery is narrow, but a decent mode to have. I doubt cashing in this instant for a single Scion will often be worthwhile, though again, gravy is gravy.
I'll say this: I WANT this to be good, and I'm really intrigued by the flavor of C mana we've seen so far.

1 power OR toughness? That is incredibly versatile. Target sorcery? Ramp won't like that. If all else fails you are jumping from 2 mana to 4 on turn 3. Incredibly simple, weird, fun and useful card. I'm excited for colorless.dec
So now every color can counter most wraths. Not sure I how I feel about that. Colorless edh decks will be happy tho. Will make an overloadedvandal blast not be auto scoop to colorless artifact edh decks.

I wonder what the flavor would look like for a planeswalker casting the spell?
Would it be different depending on the color of the mage casting it? Is it a burst of spell-melting heat from a red mage? Static interference? A wave of life energy disrupting the magical properties of the sorcery if a green mage is casting it? Is a black mage just angrily siphoning the sorcery? Or is it all just a uniform other-worldy wail that's the same for every caster? I've always wondered this for quite a few cards that could be cast in vastly different ways depending on mage. Ohh the flavor.

Exiling Jaces Exarchs or dorks seems nice, but it's very narrow.
Casting a weird EOT Lotus Petal seems, again, fringe, maybe for combo decks. I see it in standard but not sure if anything else.
