Stagnation is a good name for this card. If I saw this dropped in front of me I would be forced to hold back dropping any more mana until a removal spell was found. Not bad, not amazing.
Don't know if it's good enough for standard, but it's interesting. And that's what counts. Many of the spoilers so far have just been existing spell + awaken, or "your allies get [keyword ability]."

Sire of Stagnation could easily be a finisher in UB Tutelage. I can see running it as a 2 of and just using it as a blocker with it's fat 9 toughness. It's 5 power gives you a beat down plan as well.
Not Consecrate Sphinx, but I love the exile effect, especially against green. It'd be agonizing for land-ramp players that after getting all that mana their key spells are gone bye bye.
This is really, really good. Dies to lots of removal, but that needs to happen before they play a land or else it more than replaces itself.
Given some information about the opponents hand, possibly with some targeted hand disruption leading in, this essentially stops the opponent from playing lands as long as its on the field. If I can Transgress away their last Ruinous Path on turn 5 and play this on turn 6, I'm strangling their land base considerably. Back that up with some countermagic, and we've got a very compelling creature on the field.

Kind of hate that it's yet another example of Wizards thinking UB can only mill, but the card is awesome.
He comes on a fat butt and provides outrageous card advantage, either through resource denial or card draw. He would have been pretty decent even without the mill.
