"Strictly Better" is fine here, I think. If you include exceptional cases like your example then "strictly better" is impossible and there exists no card in MtG that is strictly better than another.
(not even a 20/20 for 1 with haste would be strictly better than a 1/1 because an opponent could gain control of it, for instance).
This can be surprisingly good. More splashable than Sowing Salt and with some cost reduction options (Herald of Kozilek comes to mind) you can get something nasty here. T3 Herald, T4 this, T5 Oblivion Sower? Eh, cute, but possible.

the problem with the set is the HUGE amount of junk rares and mythics... specially rares.
This card is alright, nice to see decent land destruction.
for years now lands are sacred and mana denial is far from being a thing.
I don't think there will be multiple LD effects in standard at the same time ever again, but it's really nice to see some decent LD effects.

Theres no compelling reason for this to exist, sowing salt was not flavorbound to mirrodin and could have existed in a neutral format, this doesn't gain significantly much by devoid or being more splashable.
Is this a victim of the new scheme of no core sets, that we can't have reprints of cards they want to be in standard because they can't get the flavor figured out for the planes they're using? Is the problem that eldrazi wouldn't be bothering with salt, and zenfolk would neither destroy their land nor do it with salt? I'd say we were due for llanowar elves #4 or whatever we're on now, but they decided those are too good so yeah

This card is fundamentally different from Sowing Salt. 3R means it's easier to splash, Devoid means it can get discounts from certain cards, and we don't know if we get to see more colorless support so far. We often see cards that are close enough to their previous printings with slight differences, so what exactly is your point hammering on this card which 8 out of 10 cases is going to be BETTER than Sowing Salt?

As someone else pointed out, the devoid makes this incompatible with Pyromancer's Goggles which means something for Standard.

No it's not, because the spell loses all synergies with RSowing Salt could have (e. g. cost reduction under Ruby Medallion). It's like having a comparison between Wind Drake and Avian Changeling, somehow... As far as I can see, odds are that when people want to say "strictly X", it's not the right word.

Corner cases and random synergies aren't relevant for something to be strictly better. A GG 2/3 Human is strictly better than a GG 2/3 vanilla elf, even if you count all the evels synergies.
I am totally okay with uncommons being stronger than rares.
So am I. If you look at tier1-decks from a few years back and t1 decks today you will notice a very strong shift towards including more rares. "Uncommon" and "Common" became almost synonymous "bad" and "very bad" in recent times and I'd be more than happy if that trend were to reverse.
While it is good for all the various lands that add multiple colors, I think the best use of this card in Standard is going to be getting rid of all the Haven of the Spirit Dragon from the three main dragon decks seeing play right now (Esper, Jeskai, and Mardu). Granted, you'd have to use it on Haven before the opponent has enough land available to activate it in response, or when it's already been tapped for mana, but still.
EDIT: Although, with Stormbreath Dragon leaving when this comes in, I'm not sure the Jeskai and Mardu ones will persist, but Thunderbreak is still pretty good so they might.

Name me two cards, one which you claim is "strictly better" than the other and I'll give you a situation where this is not true.
The truth is that "strictly better" is a colloquial term and what it means is something like "better in most situations". If it were to mean "better in all situations" we couldn't use it at all.
Your opponent might have Deflecting Palm in hand. Or you might want to kill a Boros Reckoner that has already been dealt one damage by some other source this turn.
