Here's a translation (professional translator): Target a single creature. If that creature's power is less than the number of colors used to cast ~, take control of it.
I remember MaRo stating that they wanted to save full-art basics for a set that needed something extra to help it sell well, and as a result, I refused to believe that our return to Zendikar would meet that criterion.
With the majority of these other spoilers, it looks like the principle of my skepticism was horribly wrong; this set really needed more oomph unless the later spoilers are bonkers.

I'm surprised converge seems so heavily in blue given mana isn't really blues thing. I really hope there's something like chromatic lantern to help this

That wouldn't do anything. The limit to any converge spell is 5. Radiant Flames with 3 Vryn Wingmare in play can still only deal 5 damage.
But yeah like everyone else is saying this spell is crap. And other than some of the really weird Eldrazi like Void Winnower the spoilers so far have been surprisingly meh so far.

Not usually a set-hater, but between the underpowered cards and the awful, cringe-inducing CGI-heavy flavorless art, this set has made me feel good about my decision to take a break from MTG for a while.

But currently, you always have to pay 5. If it was XU, you could pay U (X=0) to take control of a creature with power 1, UB for power 2, UBR for power 3, etc. Yes it maxes out at 5, another con for it.

Honestly I think you're onto something with that. What we've seen so far is underwhelming in most peoples books I've read, and I've barely formed an opinion on it. It could very well be a conscious move to pump up an unimpressive showing. Like RTR, this has nothing that made zendikar nor rote memorable. More pseudosunburst like this and fifth dawn will seem like something more than a box of serum visions
The people commenting on the trash art hit a point I definitely agree with though, even the recent sets I'd chalk up to poor R&D&D at least had great art direction as a redeeming quality.

Mind Control's pro (any size creature) is definitely worth it's main con (enchantment destruction).
If this was XU, then it'd be great, but as is...
Downside is the creature is probably never gonna have more than 3 power unless you're playing 5c edh and 5cmc is a lot

I usually make fun of people who declare a set being underpowered garbage, but....This set is underpowered garbage.

But XU would have had it's uses for the low end.
