The artifact might just be a little strong. Counterspell makes sense. Scion Zone is plausible. Vampira I agree is likely the wrong name, but is another card I could see them making.

That artifact definetly seems more like a white enchantment, something i hoped was coming.
Flavorfully, a permanent that seals away big Eldrazi should be an artifact, right? Like the Hedrons?
The hedrons sealed the Eldrazi through enchantments. Makes most sense to have a removable board wipe in white, it fits the colour pie, and gives white something on par with languish. Which would be nice to have, Guess it could be a white artifact.
Flavorfully, a permanent that seals away big Eldrazi should be an artifact, right? Like the Hedrons?
It says power 4 or less, so it won't be sealing many Eldrazi.

4< means 4 or less, if he wanted 4 or greater he could have done 4>

Hungry alligator eats big number. If the alligator is pointed away from the four, it means it's eating a bigger number than 4, hence greater than 4.
Traditionally I would have written >4 had I been the OP, or just written out explicitly what I meant in English terms, but 4< should mean greater than 4.

That is correct and its been forever and a day since I saw it explained that way (way back in elementary school for me. Yes it would also make sense flavor wise for a hedron to exile something larger then 4 as the eldrazi tend to be larger.

Um, 4< means greater than 4, it's just written reversed from how we normally see it. 4 < 5 is correct, 4 < 3 is not.
