The foiling is too consistent and vivid even behind the text and borders, and the colours washed out. It looks very much like a laser-printed foil proxy like the ones you make with acetone.
Port may actually be the promo, however this image doesn't look legit at all. Might be a case of correct-information-but-fake-spoiler like we've had a few times before.
(my experience; i have made my own proxies using the acetone method, have a masters in art & design, and have a better-than-good appreciation for this sort of thing generally)

Why... why is this a judge promo? Why not actually make these cards accessable so people can actually get into legacy?
Because there's no reason for WOTC to entice people into legacy, and to give judges something valuable for their time.

Regardless of whether the existence of a promo port lines up with any previous info, I'm fairly certain (more and more, the more I look at that photo) that the actual physical card in that photograph is a proxy.
I don't doubt the existence of a promo rishadan port in general, just the validity of what we're seeing in that image.

Understand, Dredge is not really a Magic: The Gathering deck. When a card is playable in it, it doesn't mean it's a tournament playable card. It means it's playable in whatever crazy fantasy world that Dredge operates in.
What's that thing in the background? Tower of the Magistrate or Emrakul?
That'd be Mercadia. The tower stands on top of that thing.

Well, pack foil Ports are around $500, so this one shouldn't be that much. Although, I could be off the mark on this one. Also depends on the print run. Do all lvl 1 Judges get this?

I said I believe the promo exists. I'm not doubting that judges will get given rishadan ports. I have zero investment in whether or not it's actually going to be a promo.
The card in the image though, doesn't look "too real", it looks like an acetone foil proxy. The colours are washed out and the foil is extremely overpowering even in the border of the card. Also if you look closely at the corners and edges, it has that proxy uneven look.
It's a considered observation.

You have to have another judge within an event recognize you for your superior work at that event. Then maybe later on down the road a 6 weeks down one might get a promo in the mail. Its not like one can just judge events and get promos one has to reall excell and be recognized to get the goods!

Actually it do not look as an "acetone foil proxy". Real foiling have darkers layers that covers the bright layer, while printed foil doesn't (even the darker parts still emiting the glow).
If you look the image, the buildings and the ships totally covers the bright layer. So, by the image, it's totally legit.

You've probably never seen a judge promo in person, and your argument is basically "This is photoshopped, I can tell from some of the pixels and from seeing quite a few photoshops in my time." And you're not the only one. This guy at my LGS almost sold me his judge promo Sword of Light and Shadow for $5 because he thought it was a proxy.
That being said, the rumor is that someone (maybe tournament organizer) "accidentally" got one in a Thalia WMCQ promo package.
There was a blue card handed down among our Thalias at the WCQ Mexico City, I didn't pay attention to it because I was shuffling and the judge took it back swiftly, but it might have been Temporal Manipulation because it did have the foil shooting star.
At a glance, the art looked like two vedalken holding a pendulum.
