Well it is mid to late game ramp that can get you within one land drop of casting ulamog your next turn and in the meantime gives you enough life so that might be able to survive your opponent's next attack phase to make it to your next turn.
Yes. This is a rare. Did you know that landfall is a thing in BFZ? Because, by turn 6, you can have 25+ power on board and 11 UNTAPPED mana! Don't tell me this isn't busted in a format with landfall, because it's totally busted. This card is built to say, "play me with the 2nd most important mechanic of the set."
(The most important mechanic of the set is full-art lands.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

There's also the fact that they probably didn't want to make it too good with the cycle of subtype-related landfall cards.

This could actually be. It might be a bit oppressive as an uncommon in a landfall heavy draft environment.
Not that I'm saying that this card feels rare... but I guess they have their reasons. At least Search the City has been replaced with a new "card I don't want to see in the rare slot".
This ramps you from 6 mana to 9. Next turn, if you have a land drop, you can hard cast Ulamog!
I'm sure that's what Nissa would want you to do.
Jokes aside, I like the idea at least. Massive ramp + lifegain is the perfect combo to ensure you actually get to cast your huge lategame spells. In a format where an extra R lets you pretty much win the game, however, that is really underwhelming. If only it costed 1 less, it would at least be playable outside Commander.
As-is, I'd keep using Atarka.
The 7 life on this isn't trinket text. It almost guarantees you live to actually use the mana.
I'm not convinced that this is pure casual junk - it really depends on the format. If there are flexible cards that benefit from the extra mana while not being terrible without it (something like Comet Storm) then this might be OK in Standard.
Harrow and Khalni heart expedition were cards in Zendikar, WITH fetchlands, and they were no means broken, nor rare, for anybody who says this 6 mana card is a powerhouse. I guess from a design perspective, adding another effect, lifegain, to this card could make it rare, but that makes me wonder why it wasn't linked to the number of lands you control, hopefully netting you closer to 9 after casting this, and then scaling up afterwards.
Boo on this being a rare, take off the lifegain and make it an uncommon. I thought the ENTIRE reason for making 2 set blocks was to alleviate all the bad worthless rares that were "too hard to fill sets with" and give us better quality and valuable cards, yet we keep seeing more and more of this so far...
This card really seems like it would start pushing the "Run out of fetchable lands" aspect of standard. Even a two color deck doesn't run that many basics and if you are using this in a landfall deck you are running a lot of fetches at the same time.
That being said monogreen Eldrazi ramp seems pretty plausible. If we get a two mana ramp spell then you can go t2 ramp, t3 explosive, into t4 Nissa's Renewel, into t5 Ulamog. Add in some number of early walls or eldrazi who also ramp in order to survive for a bit. Not t1 just yet, but it has potential if certain pieces are released.
trun 6 cast this, lifegain means you don't die the following turn, turn 7 play a land and cast ulamog. probably the only reason this card will see play, but seeing how good ulamog is this isn't impossible. Also, triggers 3 landfalls (hello omnath)
You can run this and Boundless Realms in EDH. I always like having ways to gain life in every EDH deck I make. I'll consider this for a spellslinger Intet, the Dreamer build I have planned but I'll probably stick with just Primal Command and Lammastide Weave.
The entire point of two set blocks was to eliminate the often disjointed effect of the third set. Having three sets forces you to spread all your ideas too thin. Also this card is fine as a rare. It gets you from 6 to 9 and should make sure you live long enough to use that mana. In a format full of eldrazi and dragons it's fine.
Unfortunately every try hard from Sacramento to Shanghai preaches from the top of their 27 lands + Mana Reflection that Tooth and Nail and Time Stretch are fine to play in the same turn but Armageddon is unfair.
Why the hell would you do that? There isn't a deck out there that needs to dig that deep unless you are making a total Nissa themed deck.
I like spells that incidentally gain life because hate the idea of not having any way out if I'm at low life. And ramping three is almost always useful.

Again, digging deep on this card even for that. Sword of Light and Shadow, Sword of Fire and Ice, Batterskull are all good in Green and don't set you back anything really. But there are so many ways to passively gain life that don't force you to run an awful card like this one.
Gaining seven life offsets the fact that tapping out for big ramp spells usually leaves you open, which is nice, and three lands could be nuts depending on what playable Landfall cards we get. I actually think this could be very playable, though ultimately that determination will depend more on the metagame than on this card's merit in a vacuum.

No-one has literally mentioned that Nissa got her powers back. You guys are ridiculous. Its a rare for limited and because its a pivotal moment in the Magic lore. Archangel's Light was unplayable. Beguiler of Wills was unplayable. This isn't and it shows where the story is. You could definitely put 1 (2 seems like much) of these in the deck that merits ramp.

Why would we play this over Boundless Realms?
This really could have been an interesting card if you could get any land, or the lands came in untapped but this is just a limited junk rare.
