I really love this format. It is very popular here in France. The banlist allows for balanced and competitive games of 1v1 with optimized decks. Sure Ux control and Gx combo are favoured due to having the most powerful cards in the game (just like blue is strong in older formats), but the banning of fast mana makes it so that the games are not random (Mana Crypt, Vault and sol ring allowing plays like Jace turn 1 or 2 can't be beaten for a single opponent).
Plus some cards that are busted in multiplayer and casual EDH have nothing to do on the banlist for a competitive 1v1 format (Primeval Titan, Griselbrand...). The format is very different from traditionnal EDH and so it has a banlist that is different, and people playing 1v1 commander should try this banlist.

For now I will just try to replace it with Personal Tutor. I usually just get upheaval with it anyway.
From what I have seen on mtgtop8, it is played in most countries outside of the US and Canada.
