OK, i really wish the spell mastery made it deal 4 damage to the creature or exile it along with dealing 3 damage. Heck, even wither would be awesome!xD! Limited junk in my humble opinion. Chain Lightning would make people ask for modern burn to be nerfed. It won't happen guys.
Somebody mentioned a 1R CMC spell that dealt 4 dmg to the target of your choice when spell mastery way enabled. Just make it RR and i would support that for ever.
Not being able to hit a player with this makes it far WORSE than Wild Slash.
The reason Draconic Roar is better than Lightning Strike in a Dragon deck is because it does damage to creatures AND players. If Draconic Roar didn't hit the player for 3 damage, then it would be worthless. Being able to hit the player is extremely important for Burn spells.
Of the first 4 you mentioned Galvanic Blast is a league above the rest in the right build.
Oh lordy, yes. It says something when a card is better than Lightning Bolt in the right build. I played Blast in a red Equipment deck focusing on Goblin Gaveleer a few years ago; I loved whittling the opponent down to 3 or 4 life, then just when they think the pain is over, BAM! Galvanic Blast for the win! That deck also ran cards like Sylvok Lifestaff and Explorer's Scope, cheap Equipment that were easy to stack on the Gaveleer. And though I've yet to run a red Affinity deck, Shrapnel Blast makes a ferocious companion to Galvanic Blast; it says something when a couple burn spells and three red mana can take your opponent from 9 to 0 like that.
But Fiery Impulse exists in a different Standard than those cards did.
Fiery Impulse may be in a different standard, but R&D have said repeatedly that Lightning Bolt's "3 damage to a creature" is in fact the most standard-warping part of the card. I'm curious what this will do to the format.

I think it's the exact opposite.
I think cards are being printed to be very very explicitly better than the rest. Cards like restoration angel, brimaz, king of oreskos and siege rhino, which have huge bodies for their cost on top of tons and tons of upside text. These cards just feel like "we tested these specific cards as the central figures in the meta and we're ok with it".
Adding a conditional lightning bolt to modern burn would not even come close to breaking it, because modern burn already has enough 1 mana 3 damage to face cards to win almost any race. Modern burn will be broken when it gets tools to get around the hate, because it is such a narrow strategy. Slightly more efficient versions of cards that fit the narrow strategy still won't ever beat the hate.

Standard, by definition, has a lower power level than Modern and Eternal formats, which is something I wouldn't expect to need to explain. Power levels are relative, which is why a card like Dragonlord Ojutai can define Standard but be unplayable in Modern. If the lack of cards on the same level as Bolt bores you, you're free to play other formats. This card clearly wasn't meant for them.

Burn hasn't been powerful since Scars-Innistrad standard. Magic is becoming more "Creatures: The Gathering" as of late. Yes we have good spells like Dig Through Time but Creatures are much better than spells nowadays. I have high hopes for some constructed worthy Spell Mastery cards but of course will probably be in the rare/mythic range. Getting powerful burn for low mana cost is rare to see.

Except that that Shrine wasn't available in BNG/JOU, given that it's a Scars card. Heck, the entire list of burn cards you name have never played with BNG/JOU given that they're from the Innistrad block.
Anyway, the thing is that burn is definitely viable in Modern and other eternal formats, and they're careful with strengthening burn there. For good reasons.

Lightning Bolt is a terrible card also, it only sees play because Wizards hasn't printed a card that deals 4 damage for R yet. And Ancestral Recall also sucks, people just play it because there's no card that draws 4 cards for one mana. They are all idiots that believe that power level is a relative thing or something.

I am comparing the Boro burn deck to past standard burn decks in terms of raw power. Boros burn had low as hell power level compared to its burn ancestors. They nerf ed Lightning Helix with War leader and Shock wasn't available for cheap burn.
Then again that format of when Boros charm came out, removal was restrictive as hell.
To me this spell is meh due to the lack of being able to hit the face. Would rather have shock or pillar of flame if I need a special effect.

This card is awesome and not meant to be a burn spell, its a conditional removal spell, like ultimate price. Its not for RDW, but instead for Jeskai control or something, where early game it can kill any small stupid creature your opponent plays, and late game it can kill slightly more things your opponent plays.
Lightning Bolt is the ONLY card strictly better than this. Every other card that deals 3 or more damage to a creature for a single mana is either a sorcery (Flame Slash) or has a much more specific deckbuilding requirement than just playing lots of instants and sorceries. (Galvanic Blast, Collateral Damage)
Why would people EVER want it to be able to hit a player? The thing would buff burn more than it's already been buffed!
Perhaps to be able to ban Lightning Bolt in modern? That way they could weaken burn a tiny bit...
As a fellow Burn hater, I can appreciate your sentiment,
but banning Bolt is not the answer-
Bolt is important to many decks other than Burn,

The Circle of Protection: Red is an underwhelming card for many reasons. First, it still does nothing the turn you play it. Second, it needs open mana to sink into it and lastly, if it did become a major side card then Burn players would simply run more Skullcrack, Flames of the Blood Hand or even Leyline of Punishment and counter it. Chill on the other hand, would be a harsh hater, especially at 2CMC. I could see a modern version at 3CMC perhaps.

Aside from Boros Charm, all that burn was mana expensive or required a second color. Brimstone Volley, YOLO Bonfire of the Damned, Pillar of Flame which shut down Undying/Die triggers like a boss. Then of course the best finisher of its time for mono-red Shrine of Burning Rage.
