Depends who you ask. Developers would say Flame Slash is too strong. They wanted to reprint it in a period where Tiago was in Standard, but thought better of it.
This is why I quit Standard. Situational Lightning Bolt to strong? Kids these days.....this card should've been able to target players.
You know there's the whole notion of crafting a limited environment, right? Some sets are Shock sets and some are Lightning Strike sets and some are Lightning Bolt sets. That has nothing to do with the overall power level of Standard.
You are going to wait a long time before you have two instants or sorceries in your graveyard when you play limited.

Flame slash is amazingly powerful. Granted lightning bolt stole a lot of its shine but given a chance again it will keep a lid on many fine creatures if let back into the standard meta. I played with it a lot back in 09 and believe me it kills almost everything .
Ah, so a Spell mastery Galvanic Blastwas a bit much to ask for. But hey, this is really good in a Standard with Morph. It's a pity it doesn't have Magma Spray's exiling effect, but in a Standard with Delve, they probably don't want too much graveyard hate.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. If this went to the face, in a dedicated non-standard burn deck, it would be Lightning Bolt numbers 5-8. That's extremely unhealthy for any format.
Medicore Limited removal? We'll need to wait and see, to an extent, but while it may be somewhat narrow, I think this is premium removal in the right deck. If Spell Mastery is printed on a bunch of cards, that may be an indication that noncreature spell-heavy decks are going to be supported in Origins limited. And worse-case this is a Shock, which is still fine.
Finally, I think this is Standard-playable. Modern UWR Control runs Bolts primarily as removal. This lacks the added reach of Bolt, but in a lower-powered format such as Standard, that's okay. An efficient 1-mana removal spell may be exactly what control decks with Red needed to become relevant. At worst, it's a great sideboard card versus aggro.

The most important part is that it's 1 cmc and helps keep creatures in check on early turns. The power boost is a bonus. Magma Spray saw plenty of limited play in Theros, yet the exile clause hardly mattered in JOU.

Plus, both Slash and Bolt were last seen over half a decade ago, and the power level of cards nowadays are certainly lower than they were back in the days of Zendikar block.
As a sorcery that could hit players this would see 4 of play in modern and legacy burn until the end of time. Not to say that it would therefore be unprintable, but if WotC doesn't want to do that to burn that seems fine to me.
As is this card is an acceptable first pick in limited and will see extensive standard play unless something in BFZ trumps it.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Modern did not need another Lightning Bolt, the Spell Mastery would be too easy to get to in Modern Burn. While it would be a better card being able to hit players sometimes we should not get what we ask for. As for this set though as a whole 1/3 in and I am not impressed. I was really hoping they would go all in on the last Core set instead so far a bunch of meh.
All of the rules allow for your general to be moved to the command zone when he gets put into a place that would be tough to get him back from, GY, Exile, etc. I am sure one day the rules will change and include tuck effects.
Of the first 4 you mentioned Galvanic Blast is a league above the rest in the right build.
Oh lordy, yes. It says something when a card is better than Lightning Bolt in the right build. I played Blast in a red Equipment deck focusing on Goblin Gaveleer a few years ago; I loved whittling the opponent down to 3 or 4 life, then just when they think the pain is over, BAM! Galvanic Blast for the win! That deck also ran cards like Sylvok Lifestaff and Explorer's Scope, cheap Equipment that were easy to stack on the Gaveleer. And though I've yet to run a red Affinity deck, Shrapnel Blast makes a ferocious companion to Galvanic Blast; it says something when a couple burn spells and three red mana can take your opponent from 9 to 0 like that.
But Fiery Impulse exists in a different Standard than those cards did.

This will likely be one of the top red commons in the set. The design is cute: red has problems with high toughness creatures and thus with the game going long but this gets a little better as the game goes on; pretty cool.
