I still think you're missing the point.
If a standard environment doesn't have Lightning Strike/Bolt, creatures with 3 toughness become more powerful. There's a balance there (as long as it's intentional). Obviously if a new set comes out and you're better off playing all the cards from the set before, then yes, it's underpowered. But maybe Return to Zendikar is going to be lightning fast like the original Zendikar was and Fiery Impulse will be just right power wise, but Lightning Strike would be too powerful since the games are much faster or something.
You also never seemed to have addressed my last comment. Was RTR block a weak standard or was JUST mono-red burn worse than it usually is?
None of my comments have been about this individual card sucking. All of my comments have been on players saying that a shock to a player is to strong for Standard, which I thhink is really sad state of affairs.
This card isn't actually bad. I never said that. It's fine red removal. But that's it. But arguing that shock is to strong now? That blows my mind.
And yes, I thought RtR/Theros was a very boring and weak format. RtR/INN was amazing though. RtR wasn't a weak block. Theros was IMO.
Who said Shock is too strong? Standard has Wild Slash, which is strictly superior to Shock.
Bolt is probably too strong for Standard.

*sigh* Comparing a Standard legal card with a non-Standard legal card is the same as comparing a card with a card that doesn't exist. There's not such a thing as a "powerful card" in a vacuum, a card can only be powerful within the context of a format.
Saying a powerful card in a format IS comparing a card in a vacuum. Standard/modern is a vacuum, Standard much more so bc there is only so many options available at a time, hence my comment to the other user about a Standard card isn't necessarily great just because it sees play. It's just the best option you have.

You seem more determined to make a statement about the state of Standard than to actually discuss the card on hand. It's absurd to suggest that Standard's best cards aren't good simply because there are fewer options available. By that logic, Limited must be comprised entirely of utterly abysmal cards, since 99.9% of Limited cards aren't as strong as what sees play in Modern.
